A social worker has a multitude of responsibilities to ensure the best care is provided for their clients. Due to conflicting interpretations of ethical guidelines and rules, and a variety of personal views, social workers can sometimes find themselves in a tough situation when there are conflicts of interest. This can cause difficult or awkward sessions between the social worker and client, and can ultimately lead to the termination of services. In the case between Allison and Carmen, conflicting views caused Carmen to discontinue her sessions with Allison.

The number of children in the foster care system continues to increase. While the foster care system is essential in helping abused, abandoned, and neglected children, many children remain in foster care for long periods of time when family reunification or adoption is planned. Court delays can often extend the time between when children enter the foster care system and when they are placed into permanent homes. Significant differences exist in the quality of care and outcomes for children depending on their race and ethnicity. The percentage of children of color in the foster care system is larger than the percentage of children of color among the general U.S. population. However, the occurrence of child abuse and neglect is at about the same rate in all racial/ethnic groups.

The Foster Care System with the kids who are in it is a massive social issue that America is facing today. There are more than 640,000 foster children in the United States every year. There are 23,000 foster children living in group homes at one time. There are 32,000 who live in institutions, and twenty-seven states do not meet federal abuse and neglect standards. (Attention) Personally, I am a foster sister, because my family currently fosters. Therefore, we see the issues and needs of fostering, daily. (Rapport and Credibility) This speech will discuss the importance of the nature of foster care, the catastrophic problems of foster care, and the proposed solution for the foster care system in America. The chosen population of interest for the course project is children who are placed in foster care. Children in foster care are considered vulnerable due to a variety of reasons for which they are taken away from home and placed in the child welfare system. Foster care children are often removed from their home due to physical abuse, drug exposure, or in some cases due to parental inability to fulfill the child basic necessities. Foster care children are at greater risk of mental, health, and behavioral problems (Lovie, Beadnell, & Pecora, 2015). Case management is an essential part of the care plan to improve the outcomes of the population of interest. Foster care children face additional problems when the health care system is inadequate.

In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.

The foster care system in Texas is broken and policies like SB-4 and HB-3859 continue to fracture the system even more. The high volume of children entering into the system and the substantial number of caseloads for social workers are exacerbated by the current policies. It is our job as policymakers and policy analysts to address this issue so that ALL the children of the Lone Star state have a better future. The author, Nina Biehal, tells of the treatment in foster care and the need for correction in her article, "Maltreatment in Foster Care: A review of the evidence." The author gives many facts about how the government needs to change the level of care provided for the children. This article is more of a constant reminder of how much still needs to change and the level of care offered to children of abuse today. Unlike the article by authors Kristen Turney and Christopher Wilderman, which bases their article on the number of children in foster care receiving mental health care, Biehal gives evidence to support the problems that result from being in foster care. My essay can use this article to paint a picture of the number of children in detrimental conditions and how foster care developed problems with their system to support my argument.

The foster care system in America negatively affects the lives of adolescents in the system mentally and physically. On any given day there are over 428,000 children in foster care and more than 20,000 kids age out of foster care with no permanent family; therefore, they are being left behind socially, educationally, mentally, and under developed for the real world. Foster care first started in the nineteen hundreds when Charles Loring Brace created the “Children’s Aid Society” in New York. Then later on the 1900’s, social agencies started to supervise and pay the foster children’s sponsors. However, back in foster care’s history and still today, the kids in the system experince abuse and become mentally unstable. One out of five kids

Social work is a very unique profession. The other professions that are in the same realm as social work are very specialized, however, social workers must have a broad range of knowledge in order to help their clients. This is where multiple agencies come together to make sure professionals are properly trained and knowledgeable. In the field of social work, ethics and values are the key principles that provide the basis for the mission. It is these principles that guide the decisions and actions of everyone in the profession. Without a clear set of guiding principles, social work professionals could do more harm than good. This profession sees people during highly emotional times in their lives, and that can be extremely challenging. The National Association of Social Workers Code of Ethics not only sets the standards, but also guides a social worker through dealing with ethical dilemmas. As we evolve as a society, so have the guiding principles and values for the social work profession.

One of the greatest challenges for child welfare workers for years has been how to serve the unique needs of the older youth in foster care and of those who have “aged out” of foster care. The term “aging out” refers to youth that are forced to exit foster care at the age of 18 because they have reached age- defined adulthood (NASW Press, 2015). The Fostering Connections to Success and Increasing Adoptions Act of 2008 attempts to meet those needs by providing states with the option to support youth who are transitioning from foster care to adulthood. The Fostering Connections to Success and Increasing Adoptions Act of 2008 is a child welfare bill that was designed to achieve greater permanence and improve the well-being of children served by child welfare agencies (Stoltzfus, 2008).

Foster care is intended to serve as a temporary haven for abused or neglected children who cannot safely remain with their families. However for some children, the journey through foster care is characterized by further trauma and abuse; and even in the best situations, foster care is inherently fraught with uncertainty, instability, and impermanence. The number of children and families who require foster care services has grown substantially over the past two decades, and these families are typically contending with a multitude of complex and interrelated life challenges such as mental illness, unemployment, substance abuse, and domestic violence. Child welfare agencies face chronic organizational challenges that undermine their ability to provide appropriate case management, services, and supports to the children and families in their care. Reports of children being injured while in care thrust the system into crisis and reaction, yet reforms in response to tragedy have generally failed to result in meaningful change.

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. A number of children in foster care fall sucker to continuous neglect and recurrent abuse with the lack of nurturing and an unstable environment. These same children often have unmet

Maximizing the accessibility of foster care sectors would allow for substantial attention to more foster care children, leading to better mental health in an average foster care child. Furthermore, local institutions could be allowed more flexibility in terms of federal funding usage, which could result in a more centralized focus on providing the best outcomes for children involved in foster care. Changes in current policies, such as the aforementioned ASFA, would additionally aid in lessening the unclarity in cases and allow for a greater focus on the well-being of children. Removing children from unfit environments must be done at a faster rate and within maximum reasoning. Children are the future, and we need to attempt to help the future be the best it can

To begin with, the client whose name is Mr. Sam Pilsudski has an obstructed airway secondary to cancer of the larynx. He is a 67-year-old widower, and a father of one son and two daughters, who is unconscious and terminally ill, if not for a much-needed operation to remove both his cancer and larynx to save his life. However, one of Mr. Pilsudski’s daughters has adamantly refused to consent to the surgical procedure despite the physician explaining that although the operation would unfortunately render his patient disabled without a voice consequentially, but ultimately surviving the procedure to live and recover. Moreover, the physician attempted with rational and clear communication to express the gravity of the rather poor prognosis of his illness to his daughter that in the event of foregoing the surgery, his patient would surely die (Ralph Dolgoff, Donna Harrington, and Frank M.
