When a person is first admitted into the criminal justice system they go through a reception and classification process. This process evaluates the inmate's case file to see where they should be sent. This process can take up to 120 days. The committee members that evaluate the files try to place an inmate in a facility near their family but that is not always possible. During this process and inmate is also unable to receive any phone calls or packages. However, they are able to receive letters and writing supplies. They are also eligible for visitation from family and friends after a certain number of days and if they are behaving well. After the process is completed they are given an overall score. In Kansas City, Missouri, city officials are responsible for overseeing several aspects of the city’s administration. This includes collecting taxes, budgeting, infrastructure maintenance, jail supervision, among others. The Jackson County Jail is housed in Kansas City, and the Kansas City council is partially responsible for the funding and operation of the jail, as it houses city statute violators. The correctional staff is made up of members of the Jackson County Sheriff’s Office, so are outside the scope of the city’s supervision. Since the jail is housed in the city of Kansas City, the city legislature is responsible primarily for the operations of the jail.

Wabash and Huntington County Jails are both jails [WCJ], [HCJ], but are totally different. They have different capacities for inmates; they both have different types of environments for the inmates to have a little bit of free time. They also have their own problems in keeping the inmates in that facility, money is an issue for one or both jails. Keeping the inmates feed is an issue when the jail is way over the maximum capacity, and these are the three topics that I will focus on.
Tennessee’s probation and parole agencies fall under Tennessee’s Department of Corrections (TDOC), which is overseen by its current commissioner, Tony C. Parker (“Department Overview”, n.d.). One of the first to be fully accredited through the American Correctional Association (ACA), this department is recognized as a top tier program that others strive to be (“Department Overview”, n.d.).
This is an interesting question for me because I accompanied embassy officials who were assigned to hold negotiations and conduct visitations of American in jail/prison when I was in the Marines stationed at several embassies and consulates; I served in Central and South America, Africa, and Eastern Europe.
Classification is a key management tool that helps jail staff make educated decisions about inmate housing arrangements, custody levels, staff precautions, work assignments, and program involvement. The classification process begins with interviewing the inmate to determine the security level that best suits the inmate. It determines the best and safest housing for the inmate. Classification reassesses inmates after a brief time in incarceration to determine programs and privileges for the inmate. There are many goals and benefits in classification. Classification protects inmates from one another, weaker from stronger, mentally ill from heathier inmates. It also identifies and addresses security risk like contraband traffickers, gang members, and escape risk. Inmate classification also strengthens security, effectively uses resources, provides a platform for consistent decision making, improve efficacy and effectiveness, and reduces liability for jail. Classification procedures are basically the same the inmate is asked a series of questions about their lifestyle, criminal history, current charges, and gang affiliation. The inmate is also observed for behavioral and mental health problems during the classification. In the United States of America there are currently two prison systems in place; the Federal prison system, and the State prison system. Every state in the U.S. has its own Department of Corrections, which is tasked with handling crimes committed at the state level (Allen, 2017). The state where the crime occurred has jurisdiction over the individual that committed the crime. An individual, whom has committed a crime within a state’s jurisdiction that results in a long sentence, is sent to the state prison system in that particular state (Allen, 2017). A long sentence encompasses a period of time which exceeds a year, and a day; which is the length of time given to an individual convicted of a felony crime. An individual convicted of a misdemeanor crime which is accompanied by a sentencing length of less than a year, will serve their respective sentence in a jail. Once the individual has received their sentence, they will go through an initial classification process (Allen, Latessa, and Ponder, 2013). The purpose of the initial classification process is to identify the individual’s custody level, work assignment, and treatment. The initial classification process will differentiate between those individuals that present different security risks, and supervision concerns. Not long ago, I obtained a paid position as a Service Provider for Adult Probations in Yorkton, Saskatchewan. As a service provider, my job is to ensure an adequate level of supervision, surveillance and control for offenders released to Community Corrections by the court or through the authorized absence process, and provide support and assistance to offenders as an alternative to incarceration. It is important to note that Corrections service providers are not to be confused with volunteer probation officers who are appointed to enhance service to individuals already deemed appropriate for a community-based sentence.
As a jail administrator, the decision to cut what present programs or allocations given would be based on the size, budget and the responsibilities of the facility. First response would be to cut the teacher, being that the jail is a relatively short detention facility it would be more beneficial for the facility to retain the correctional officer. The safety and security of the facility, including the staff, inmates, as well as daily operations and processing of inmates would be the primary responsibility. However, the decision would be based on what Inmate Services and Programs were currently in place, legal requirements, and the number of correctional officers and teachers on staff. In 2011, I spent time serving in prisons with a church organization who’s goal was to change the systemic problems within the prison system. This caused me to examine all aspects of inequality and oppression that disproportionately affects people of color.
The United States has reached a state of emergency in dealing with the opioid crisis. Change needs to occur by decriminalizing all drugs. Decriminalization would look like reducing prison time as well as expunging the criminal record of a minimal offender, the money that was previously used on jail would now be used on rehabilitation. This hopeful policy will be brought to the institutional level of the state, also known as the state legislature. The policy would be important to bring to this level because the state has the power to reduce jail time for drug crimes, as well as change drug felonies to misdemeanors*. The failure of imprisonment has been one of the most noticeable features of the current crisis in criminal justice systems. At best, prisons are able to provide a form of crude retribution to those unfortunate to be apprehended. At worst, prisons are brutalizing, cannot be shown to rehabilitate or deter offenders, and are detrimental to the re-entry of offenders into society. If anything, they do little else than confine most prisoners, and as a result lead to the imposition of certain undesirable learning habits and labels. Such habits include the learning of survival patterns of behavior, which do little to help the prisoner to be reintegrated as a useful and productive member of the community.
60 inmates were divided into 3 groups with different conditions. There were each 20 inmates in one group. All three groups were asked to take the Zung Self-Rating Depression Scale Test before the experiment to measure their depression levels. One group was a control group which there were no music played at all in their cell, just like the original condition of solitary confinement. For the other two groups, speakers were placed for each cell, so music could be played in their cell. Inmates in these two groups were first asked to name their favorite artists and the type of music they like listening to. Based on their answers, their individual playlists were made.
