“Results are what managers and entrepreneurs are paid to deliver. Results are what attract investment capital to permit a company to grow” (Mullins & Walker, p. 494, 2013). The term “results” are very ambiguous and without a formulated system in place to measure the metrics of success then term “results” can be very costly. In the case of Lockheed Martin and any government contract based sale the government has its own performance metric tracking system: Integrated Program Management Report (IPMR). AcqNotes describes IPMR as:
The Integrated Program Management Report (IPMR) is the primary means of communicating program cost and schedule information between a prime contractor and the Government. It provides performance data which is used to identify problems early in the contract and forecast future contract performance. The IPMR should report to date cost and schedule metric trends and to permit assessment of their effect on future performance. (IPMR, n.d.).
This report is split into 7 formats that dictate the content and relationships required for the electronic submissions.

In order to provide a comprehensive school counseling program (CSCP) that meets the unique needs of Ocean Elementary School, the school counselor must understand the needs of the school. Therefore, conducting a needs assessment can help a new school counselor to evaluate the CSCP in order to plan, implement, and improve the effectiveness of the program (Astramovich & Coker, 2007). Additionally, utilizing the accountability bridge counseling program evaluation model, a continuous evaluation cycle helps to improve services based on stakeholder feedback, the needs of those served, and outcomes (Astramovich & Coker, 2007). Within this model, a needs assessment must be conducted in order to plan and develop services that address the needs of the students (Astramovich & Coker, 2007). Thus, by utilizing assessment questionnaires, the school counselor can gather information from the diverse population of students, parents, teachers, and administrator to determine how the CSCP can best support all students’ needs (American School Counselor Association [ASCA], 2012). Additionally, the use of other data, such as observations, standardized test scores, absentee rates, and student referrals can support the feedback received on the questionnaires. Based on the data, the school counselor can evaluate the school counseling program in order to improve the program in the domain areas of academic, social/emotional, and career development. The assessment is used to decide whether a program accomplishes the goals of the program and ensures stakeholders stay on task producing constantly improving results by inspecting all areas of the program, including determining needs, analyzing program costs, examining employee roles and their responsibilities, conducting an economic and efficiency audit, and deciding the next steps the program should undertake.
This program evaluation article by Duffy, Barry, Curry, Darragh, and Lees, reviews an initiative to improve the working relationship between Northern Ireland’s adult mental health services, and child protection services by reviewing a program called “The Champions Initiative” (Duffy, Barry, Darragh, & Lees, 2010). This was developed to facilitate a joint working environment to improve services and protection for children whose parent(s) may have mental health issues (Duffy et al., 2010). Issue that in my opinion would affect the evaluation of a domestic violence program would be lack of information on the victim and abuser. Another affect on evaluation would be is there a data base on domestic violence crime. Is the data assessable, is there a statistic rate what is the ratio of women, men, and children been victim of domestic violence. Other issue that could affect the planning of domestic violence is the long term affect of being a victim of domestic violence. According to (N.D), "[The long term effects of domestic violence have not begun to be fully documented. Battered women suffer physical and mental problems as a result of domestic violence. Battering is the single major cause of injury to women, more significant that auto accidents, rapes, or muggings. In fact, the emotional and psychological abuse inflicted by batterers may be more costly to treat in the short-run than physical injury. Many of the physical injuries sustained by women seem to cause medical difficulties as women grow older. Arthritis, hypertension and heart disease have been identified by battered women as directly caused or aggravated by domestic violence suffered early in their adult lives.
To ensure that my program evaluation is objective, credible and fair I would employ internal and external counselors or advisors as well as align my program evaluation with the standards and practices of the professional body of evaluators. These “advisors “may or may not include the program stakeholders, but would not negate the formal process of collaborating with key stakeholders. Rather, the purpose of my advisor team is to see and hear things I missed.
I am choosing to write summative projective-wide evaluation plan; which looks at the short-term to long-term outcomes of an intervention on the target group. This evaluations will look at information such as community needs, activities and or services, desired results, indicators, method of measurement, type of instrument, minimum level of success, steps, etc. The evaluation will analyse the process and outcome of the program. The evaluation will also discuss the goals and how they are measured.What are the measurement tools you would use? The program that this student has designed and will test will not be in a “corporate” type building, it will be conducted within a classroom inside of a public school. This program will be centered on the idea in which both teachers and school administrators come together in helping to truly create a better future through their students, our future.
