The overwhelming majority of juveniles are involved in impulsive or risky, even delinquent behaviors during their teenage years. However, the majority go on to become very productive citizens who do not commit crimes. In order for this to continue the government established the Youth Criminal Justice Act (YCJA) which gives young offenders a chance to better themselves, and. By doing so, the YCJA helps teach youth that their actions are unacceptable and the punishments imposed are lesser then an adult. Through the analysis of their unacceptable actions, lesser punishments and a better future, it is clear that YCJA is highly effective at giving youth a better chance in society.

In today’s society there has been an increase in the crimes committed by juveniles. Most juveniles have underlining factors that have caused them to choose this type of lifestyle. Many children in the juvenile system have come from impoverish stricken neighborhoods and are festered with gang activity which has made them a product of their environment. One of the main ideas of his was that violence and aggression, or delinquency in general, are ways for boys to earn respect and earn a title as “masculine”. The theory has evolved since then, girls are also subject to subculture delinquency, but in 1950 study was primarily focused on boys. This theory also explains the relationship between delinquency and lower class. Not only are these youths put at a disadvantage compared to their peers being in a lower class, but they are also at greater risk to be born into families where family role models have not obtained their own personal ambitions and educational goals.
The term youth gangs refers to a group of three or more members, who are between the age of 12 and 24; they share an identity through the use of names or symbols; they see themselves as gang and are recognized by others as a gang; there is some amount of permanence and degree of organization; and the group is involved in an elevated amount of criminal activity (National Gang Center Staff, n.d.). Risk factors for gang involvement are based on factors such as individual, family, school, community. School risk factors include poor school performance, poor connectedness to schools, low degree of commitment to and involvement in school, and weak attachment to teachers (Howell, 2010). Community risk factors includes such things as greater level of criminal activity, neighborhood youth are involved in illegal behaviors, widespread access to and the use of firearms and drugs, and low level of neighborhood attachment (Howell, 2010). Additional factors that lead to gang involvement include learning disabilities and emotional disorders, school failure and truancy, no positive involvement outside of school, friends and peers are delinquent, low income, and early involvement in petty crimes and behavioral disorders in grade school (Hernandez, 2015). Reasons given for joining a gang as reported by youths includes for protection, for fun, for respect, for money, family members are part of the gang (and because a friend was in the gang (Howell, 2010).

Children need to have a role model in their presence to advocate educational activities, community involvement, and avoiding contact with the law for bad behavior. As Baker states, “Delinquents are made, not born” (1991, Pg. 274). Possible noncriminal behaviors that may affect a juvenile to become delinquent include; child neglect and/ or abuse, termination of parental rights, foster home placements, those beyond parental control, interfamily assault and other criminal acts (Baker, 1991, Pg. 275). Parents must learn to teach family conflict intervention, management problems, favorable parental attitudes and involvement in problem behaviors. At an early age we learn to do what it thought, showed, and have the adult figure set the example in our lives. For example, helping with academic failure, avoid delinquent criminal peers, and guide away from drug use and crime. Adolescent problem behaviors start with the parents, then move into the community, and society must respond by providing alternative programs and institutions to help the problem.
The social environment of teens holds an enormous influence on how the teens act and behave. Teens are easily influenced by their surroundings and they look to others for guidance. Their behavior results from that of the parent and peer influences. Parents play a particularly influential role in their child’s life and it is up to them to make sure that they are leading their sons or daughters in the right directions. A teen’s peers also play a large role in how the teen behaves when the parents are not around.
