Summary
Crime committed by gang members can cause a rise in crimes in communities. Therefore, the criminal justice system may convict innocent people to satisfy citizens and victims. The Innocent Project was created to exonerate individuals who have been wrongly convicted. Along with crime in the United States, there is the threat of terrorism since 9/11. The city, states, and federal governments are working together to share information to combat terrorism domestic or foreign.

The Blood gang seems to be dominate in in the United States. Bloods where red as their primary identifying color. The Bloods established themselves in Los Angeles, California around the West Piru Street area in the Compton section of Los Angeles. Sylvester Scott and Vincent Owens were the founders of the Bloods, and this certain gang actually started out as the "Compton Pirus." The rapid growth of the Bloods was abetted by a severe conflict between the "Compton Crips" and the "Compton Pirus," in which the Pirus were greatly outnumbered and brutally crushed. This fighting brought several sets of the Pirus together, and the Pirus subsequently joined forces with the "Laurdes Park Hustlers" and the "LA Brims." In fact, the Brims were quite eager unite forces against the Crips, who had recently murdered one of their gang members. Various other gangs around the area who had been attacked or threatened in the past by the Crips were also eager to unite the forces against them, and these gangs were united under the Blood name. "Red" gangs in the Compton refer to themselves as "Pirus,” and several other "red" gangs in the area such as the "Brims," "Bounty Hunters," "Swans," and the "Family" are known as the "Bloods." Results from Chicago’s Project Safe Neighborhoods showed a 37 percent decrease each month in homicide cases. Before Project Safe Neighborhoods was created the homicide rate was up to 60 percent. Not only did Chicago see a difference in homicide rates, but, those who attended the small community programs were 30 percent less likely to return to prison. Research done through a survey with a 150 offenders showed that the small programs made a positive impact on showing a good relationship between the police and offenders. The
During the year of 2013 the NIBRS had a report of 4,927,535 incidents that involved 5,665,902 offenses, and it included over 5 million victims. Over 4 million were known offenders, but the agencies only reported over 1 million arrestees. The crimes of 2013 that were reported included 64.7 percent of them that were involved in crimes against property Such as “burglary” or “robbery”, 22.8 percent whose crimes were against persons such as “hate crimes” or “murder”, and 12.6 percent included crimes against society, which are known as “victimless crimes” or “illegal gambling.”
In 2000, Community prosecution was introduced to Atlanta by Fulton County’s District Attorney (“D.A.”), Paul Howard. D.A Howard saw the need to make neighborhoods safer. Even with law enforcement patrolling the streets of Atlanta, neighborhood crimes continued to increase. A few years ago, D.A. Howard visited King’s County District Attorney’s Office in New York, and during his visit he learned about community prosecution. Mr. Howard discovered the solution but he needed the citizens backing and support. The main key to establishing community prosecution was getting local communities involved and them working with law enforcement to make their neighborhoods safer. The community could provide more details about the neighborhood crimes because they lived there. This program helped with prosecution of low-level offenses and repeat offenders. Most low-level offenses often include, non-violent drugs offenders, disorderly conduct, loitering, driving without a valid driver license, probation violation and some minor infractions. With the strength of the community, community leaders and law enforcement, prosecutors are able prosecute the offenders, while ensuring the safety of community neighborhoods. Not only does community prosecution help prosecutors with convictions but restore the public’s trust in the justice system.
Can anyone imagine the life of an individual suffering in prison knowing they are actually innocent from the very beginning of trial, but the judge still sentences them to twenty years in prison or the death penalty? The teenage years and mid-twenties heading into the thirties are supposed to be the best time in life for any individual, but also imagine all of those years taken away because the time spent in prison. No marriage, no more activities with kids or watching them grow up, can’t travel anywhere for vacation, all the holidays with family will disappear and other lifetime activities are gone as well. Wrongful conviction has been a huge issue for centuries now and the criminal justice system has not changed anything to help improve the innocent people walking away free. This paper will be addressing the problems of wrongful conviction in America such as wrongful convicts not receiving their compensation, capital punishment, the innocence movement, and cases that involve wrongful conviction, although, there are many cases that still have been unsolved with innocent people suffering in prison. Today in the United States, there are wrongful conviction reforms to help free innocent people who are behind bars and those who are standing against the death penalty.
Within the public safety and criminal justice field, leaders depend on out stats from our reporting system about crime in their area or state. This data can be located on either the National Incident-Based Reporting System (NIBRS) or the Uniform Crime Reports (UCR) system that is published by the Federal Bureau of Investigation (FBI). These reports are helpful not only to public safety and the criminal justice field, but also to researchers. The reports can help a researcher gain ideas of areas that need to be studied (e.g. does a defendant’s neighborhood influence criminal activity, etc.). The Patriot Act comprises of communication tools against terrorism such as information sharing across law enforcement agencies in the United States, and new investigative tools used to find and prevent terrorism. These tools provided in this act aid to national security by finding, and terminating terrorists and terrorism conspiracies. Information sharing between Federal agencies, and state and local agencies allows state and local law enforcement to understand what terrorism entails and how to prevent and look for terrorism acts in their communities. In the same sense intelligence officers can discuss anti-terrorism efforts with federal law enforcement. They can now improve the way they coordinate how to prevent terrorism and how to appropriately stop a known plot.

Before terrorist attacks of 9/11, none of the states had a forceful intelligence capability. For many decades the population in the U.S. has been in the hands of the criminal justice system. Law enforcement, courts, and corrections have been making sure that the streets stay clean and that the community is safe. These three components work together in order to ensure justice is being served fairly. Although these three parts, of the criminal justice system, are different in many ways they succeed because of those differences. The different knowledge and insight each individual has about the criminal mind and behavior helps them make a fair assumptions and decisions when dealing with criminals and the society.
Our Criminal Justice system dates back to the colonial days of 17th century under British rule, but our book discusses why this system emerged and more formally. During the 19th century we saw a rise in gangs, mobs and various criminal groups. Their rivalry for dominance and their criminal activity to make this happen caused a large spike in criminality in America. Something had to be done. This was not strictly to the United States, other countries had their problems as well. Shortly after the Industrialization period, there was a sharp rise in crime, worldwide. So, in 1829 London developed the first police agency called the London Metropolitan Police (Siegel, 557). Soon after, many countries, including the US, followed suit.
State and local law enforcement information is important to homeland security in several ways. After the terrorist attacks in 2001 intelligence fusion gaps were identified that included the inability to incorporate law enforcement information that already existed. This indicates that local and state law enforcement activities do provide information with counter terrorism intelligence value.
Crime persists as one of the challenges societies face. The constant rise in crime rates the United States over is a certain cause for alarm. This is because many neighborhoods, which are at the grassroots of crime, continue to feel the adverse effects of this problem. Many young men and women lose their lives daily because of crime in one way or another. Many are part of the criminal gangs that control neighborhoods, and even more are victims of robbery and
The United States, “The land of free and the home of the brave,” prides itself on the opportunity it bestows upon folks for a chance to initiate new lives. With the increasing population of the United States, a multitude of organizations and procedures were implanted to ensure the safety and protection of its citizens. However, due to the understaffed law enforcement and a growing crime rate, instances have occurred in which many individuals are convicted of a crime they did not commit.
To fully combat crime in our neighborhoods, we must understand what crimes are occurring. We need to answer all the basic interrogatives: who, what, where, when, why and how. To answers these vital questions, and to complete our goals, intelligence collection needs to be gathered on criminals. Intelligence collection occurs in a cycle and generally there are four phases to the intelligence cycle. Information collection is the first phase. Then the collation of all the information that was collected. After it is all compiled an analysis is done of the information followed by the dissemination of the analysis'.
