According to a report by the Switzerland-based Small Arms Survey, the United States has about 35-50 percent of the world’s civilian-owned guns and has less than 5 percent of the world’s population. With no restriction and so much freedom, firearms can be distributed throughout the United States illegally and obtained as easy as buying it from a person, disregarding all gun laws. Implementing stricter background checks can help reduce the amount of crime relating to gun violence. It can also keep firearms away from those who shouldn’t have possession of them.

The purpose of this memo is to ask you for your continuing support for H.R.1217-Public Safety and Second Amendment Rights Protection Act of 2015 (also known as the National Commission on Mass Violence Act of 2015). H.R. 1217 design is to support the second amendment rights while providing a responsible and consistent background checking process prior to purchasing of a firearm. It also prohibits the sale of firearms to those listed in the National Instant Criminal Background Check System (NICS). In 2010 there were 14 million who people submitted background checks to purchase or transfer possession of a firearm resulting in 153,000 being blocked or prohibited from making a firearm purchase. Only 40% of firearm transactions occur through a licensed dealer hence an estimated 6.6 million firearm purchases’ occur through a private sale, a gun show, or the internet with no questions asked. Based upon these findings, there is a need for consistent and universal background checking for all firearm sales and transfers, thus aiding in reducing the number of firearms to persons that are at risk to harm themselves or others (Weinberger et al., 2015). The time is now to act for according to the Pew Research Center (2015) 85% of Americans support having private gun sales and gun shows subject to background checks.

Gun violence has existed in the United States for many years, and it continues to worsen each year. President Obama plans to close gun show loopholes to keep guns out of the hands of dangerous people. Obama’s plan fits the need to significantly reduce gun violence, there is no way to effectively put a complete end to gun violence but we need to try to minimize it. By closing gun show loopholes, everyone that goes to a federally licensed gun dealer will get a background check when purchasing firearms. The Firearm Owners Protection Act of 1986 allows anyone to purchase without having a background check done, including convicted felons.

With a final note, this bill will help keep firearms away for criminal and letting people with a good record have the opportunity to purchase a gun if they want to. Every citizen has the right to be treated fair and with respect, and should have the right to purchase a gun unless otherwise stated by law. Gun reform has been a hot and controversial topic on Capitol Hill lately, and stirs the passion of both gun owners and reformers. The escalation of gun violence in the U.S. has created a push for federal gun reform laws. In an editorial piece in the New York Times titled “The Latest Hurdle to Gun-Law Reform,” part of a continuing series on the epidemic of gun violence, the issues relating to getting gun reform laws passed are discussed. The editorial advances an affirmative case, the passing of a background-check bill.

The bill I am proposing is a Gun Control Bill. I believe we should have one so it guarantees that guns are only used for military purposes. We need this bill so the number of deaths caused by guns will decrease. Statistics show that as of the date December 23rd, 2015 at least 12,942 people or more were killed in the United States due to gun homicide, unintentional shootings, murder, suicide, etc. Also due to gun shootings over 760 innocent kids were murdered over the course of last year. Another sad yet interesting fact is that at a rate of twice a day someone under the age of 18 has been shot and killed due to guns. New studies show that guns are now are now known as a common cause of death, it is now as common as car deaths. I also believe that guns should harder to access and licences should not be given out unless if there is a background check.

Although gun restrictions have made it harder for people to obtain guns, Gun Restrictions won't stop murder because Bumb Stocks are extremely pointless. The mass shooting that took place in Las Vegas was caused by a bump stock. The shooter had multiple guns with lots of ammo. True fact, Jarry Miculek is the world's fastest shooter. The fore bump stocks don't matter , Assualt Weapons do not exist. Assault weapon are not the leading cause to murder. The number one cause to murders is handguns and blunt objects. The government tries to make assault weapons look scary and they do a good job of that, but assault weapons are truly not scary and they are not more dangerous then shotguns and they have handguns stronger than AR-15's.,

Opponents may say that “criminal don’t follow the laws” so the gun control laws will only make hard for citizens to obtain guns. It is true that criminal don’t follow laws. However, the gun control laws will make it hard for criminal to obtain guns. If gun control laws focus on private sellers by making private sellers follow the laws. The private sellers will need to do a background check when they are selling. It will help the government prevent the criminal get guns from private seller. People should know that the private sellers are one of the sources, that criminal can get guns. A few years ago, twenty children no older than seven years old were murdered at Sandy Hook Elementary School. They were shot with legally acquired guns while in a classroom just like this one. One minute they were learning and the next, fearing for their lives as the sounds of gunshots and screaming rang through the air until they were murdered. Since then, hundreds more have been killed by guns. At least one mass shooting happens everyday. If one does not happen today, the one tomorrow will have double the casualties. Yet, our government still refuses to fix their mistake of allowing their killers to easily and legally obtain guns. The current gun laws in place will only allow more of these massacres to happen since you do not even have to know how to use a gun to own one. Surprisingly, you do not need to do much but hand over money to get your hands on a killing machine, from certain sellers. Therefore, our current laws do not favor anyone but dangerous criminals, because in a world where violent and untrained people can buy guns, law abiding citizens do not stand a chance. However, there is a solution. Gun related deaths and crimes can be reduced through a more rigorously enforced vetting process that includes making background checks more thorough and banning dangerous individuals from owning guns.
