There have been two policy problems that I have been able to identify. For one, federal laws do not put enough limitations on gun sales. Some States have placed laws, but without adequate federal laws gun traffickers are able to purchase guns in states where laws are more lenient, and transport them to states where those guns would be illegal. States are able to put their own laws of guns because our government is step up with concurrent powers, “powers that are shared by both federal and state governments.” (Barbour and Wright 2012, 108). This will lessen gun trafficking into states that wish to have stricter gun regulation. On top of that states may pass further gun control legislation to an extent that the people agree to be adequate. Background checks also need to be performed prior to all gun purchases in order to keep guns out of the hands potentially harmful people. This would be possible as it would just needs congresses agreement, and it would be desirable as many people would prefer a median control on guns and, according to Gallop.com in April of 2013 83% of Americans said they would’ve voted for a measure to increase background checks on guns if it was on the ballot (Newport 2013, 1). With congress as difficult as it is currently there most likely won’t be any changes in federal legislation for a while. However there are bills currently in congress, such as H.R. 308, which would limit the number of bullets in a magazine to 10. Also recently on the state level Jerry Brown signed AB 1014, which gives the right for a gun restraining order to be placed on individuals for a certain amount of time if there are signs that they may cause harm to someone. Also recently Judge Fredrick Scullin struck down Washington D.C.’s legislation that “requires gun owners seeking to obtain concealed-carry permits to justify their need for a permit and to undertake 18 hours of firearms training”. Judge Scullin was able to do this because of his judicial powers, “the power to interpret laws and judge whether a law has been broken” (Barbour and Wright 2012,
