In 2009, the U.S. Government passed The Health Information Technology for Economic and Clinical Health (HITECH) Act, as part of the American Recovery and Reinvestment Act of 2009, to promote the adoption and meaningful use of health information technology (Mangalmurti, Murtagh and Mello 2060). The HITECH Act authorizes grants and incentives to promote the “meaningful use” of electronic health records (EHR) by providers (2060). The effect is a high commitment to a technology-led system reform, urging a renewed national commitment to building an information infrastructure to support health care delivery, consumer health, quality measurement and improvement, public accountability, clinical and health services research, and clinical

The high cost of healthcare continues to rise and many in the United States are optimistic for health information technology to reduce and improve our current situation. Health IT encompasses a broad array of new technologies designed to manage and share health-related information. When properly implemented, these systems can help coordinate patient care, reduce medical errors, and improve administrative efficiency. Therefore, implementing a Regional Health Information Organization (RHIO) will help the National Health Information Network (NHIN) achieve their goals in improving quality of care for the citizens of the United States. Thus, in order for the health IT to deliver on its promise, several obstacles must be overcome.

The American Recovery and Reinvestment Act (ARRA) of 2009 identified three main components of meaningful use: the use of a certified EHR in a meaningful manner, electronic exchange of health information to improve quality of care, and the use of technology to submit clinical outcomes and quality measures (Heath Resources and Service Administration, n.d.). ARRA includes many measures to modernize our nation’s infrastructure, with the “Health Information Technology for Economic and Clinical Health (HITECH) Act” being an example. The HITECH Act is an effort led by Centers for Medicare and Medicare Services (CMS) in support of electronic health records and meaningful use (Centers for Disease Control and Prevention, CDC 2016). According to Galbraith (2013), the HITECH Act aims to promote the use of EHRs by providing over $27 billion in monetary incentives for health care providers that become “meaningful users”. CMS uses these core objectives to determine if a health care provider has satisfied meaningful use and is eligible to receive financial incentives (Galbraith, 2013).

The purpose of this paper is to discuss the ehr mandate and how it relates to affordable care act. The six steps in implementation of an electronic health record and how I would use them in the nursing home. (ONC) is to coordinate “national efforts to implement and use the most advanced health information technology and the electronic exchange of health information … to improve health care” (Health and Human Services [HHS], n.d., website). However, sharing confidential information found in the electronic health record (EHR) for research and quality improvement potentiate legal, financial and ethical challenges.

Background: The Federal Agency for Healthcare Research and Quality (AHRQ) identified five goals for adopting health information technology (HIT) into the current health care systems that would significantly improve healthcare in America. (Abdelhak, Grostick, & Hanken, 2012, p. 82) These goals will help improve the quality of care within the federal health system by reducing medical errors, cost, and duplication of workload.

“Go Paperless and Get Paid” is how the Office of the National Coordinator for Health Information Technology (ONC) presents the incentives for electronic health records. The United States Department of Health and Human Services (U.S. Department of HHS) distributed more than $160 billion dollars to “improve and preserve health care, health information technology, community health, and prevention initiatives” (United States Department of Health and Human Services [HHS], 2014e). Likewise, the ONC offers “Health IT Adoption Programs” through the Health Information Technology for Economic and Clinical Health (HITECH) Act, seeking to advance the American health care delivery system and to improve patient care through an unique investment towards health information technology (HHS, 2014d). Additionally, the American Recovery and Reinvestment Act of 2009 allows the Centers for Medicare & Medicaid Services (CMS) to reward eligible hospitals and professionals with monetary incentives as they implement, adopt, or upgrade and demonstrate meaningful use of certified electronic health record (EHR) technology (HHS, 2014b). The Electronic Health Records Improvement Act (H.R. 1331) introduced by the United States House of Representative Diane Black is a bill to further improve the nation’s health care adoption of health information technology.

Advances in modern technology surrounds us in our day to day lives, allowing conveniences and efficiency at our fingertips. Great strides have been made over the years with technology, and the healthcare industry along with many other industries have adopted this new way of functioning; electronically. The effects of technology have come to the forefront in where our government has acknowledged the benefits and opportunities. “The promise of Health Information Technology for improving quality and safety of health care while reducing costs has caught the eye of policy makers and other leaders in health care” (Hersh, 2006). It deeply affects how we connect, interact, and communicate internally and externally, but also gives us a sense of control on how we engage ourselves to the innovative software and systems.

In efforts to reform the United States healthcare system and create a nationally unified data exchange system the federal government has established an incentive program to eligible professionals and hospitals. The federal government has turned to certified electronic health record (EHR) technology to help facilitate the process of broadening health IT infrastructures. The federal government views EHR system used in meaningful ways as the key to reforming the healthcare systems. Meaningful use of the EHR systems can also improve the overall quality of healthcare, insure patient safety, as well as reduce the cost of healthcare to individuals (Bigalke & Morris, 2010, p. 116).

It is important to understand that, meaningful use regulation established objectives that healthcare organizations such as hospitals and other healthcare facilities have to meet in order to be qualified for the center for Medicare and Medicaid services. Many healthcare organizations are making progress when it comes to meaningful regulations. There was a recent survey that shows that a lot of healthcare organization began using some type of electronic health record so as to be able to input patients, data, information, allows healthcare providers to establish clinical notes and to be able to write prescription and transfer patients’ information from one provider to another (Lopez, 2014).

The ARRA includes the Health Information Technology for Economic and Clinical Health (HITECH) Act, which pursues to improve American Healthcare and patient care through an extraordinary investment in Healthcare IT (HIT). The requirements of the HITECH Act are precisely designed to work jointly to provide the necessary assistance and technical operation to providers, enable grammatical relation and organization within and among states, establish connectivity in case of emergencies, and see to it the workforce is properly trained and equipped to be meaningful users of certified Electronic Health Records (EHRs). These computer software products are designed collaboratively to intensify the footing for every American to profit from an electronic health record (EHR) as part of a modernized, interrelated, and vastly improved grouping of care delivery.

In order to participate in stage 1 of the HITECH/ARRA incentive program, the Ambulatory care practice must choose an EHR that is specially certifies the EHR technology meets 100% of the CMS requirements. A CMS certification ID number must be provided. The factors to consider must include security, functionality and technical capability. CMS has provided a website to verify the certification of EHR products via the ONC website at oncchpl.force.com/ehrcert. Meaningful use is divided into 2 categories. The first is for hospitals and the second is for eligible professional. In order to qualify for incentive payments through Medicare EHR incentive program, Hospitals must meet 8 required core objective which Includes 1 public health objective (CMS.GOV, "2015 Program Requirements").

The goal in healthcare today is to achieve better patient outcomes. Technology is changing daily that affects how patient care is provided. As the world around us continues to move into a more advanced technology based healthcare system incentives are offered to qualifying healthcare entities, provided they are utilizing approved health information technology (IT) to comply with standards set by the Centers for Medicare & Medicaid Services (CMS) (Jones, Rudin, Perry, & Shekelle, 2014). Standards such as meaningful use help ensure with the use of electronic health records (EHR) that patients are receiving quality care (Centers for Disease Control and Prevention [CDC], n.d.). This paper will define and discuss the importance and implications of meaningful use relating to healthcare. Several key points will be discussed including an overview of meaningful use, analysis, further recommendations and a conclusion.

Health information technology (HIT) involves trading of health information in an electronic format to advance health care, reduce health expenditures, improve work efficiency, decrease medication errors, and make health care more accessible. Maintaining privacy and security of health information is crucial when technology is involved. Health information exchange plays an important role in improving the quality and delivery of health care and cost-effectiveness. “There is very little electronic information sharing among clinicians, hospitals, and other providers, despite considerable investments in health information technology (IT) over the past five years” (Robert Wood Johnson Foundation, 2014, p. 1).

The transformation of health care through the use of Health Information Technology continued with the passing of the Patient Protection and Affordable Care Act of 2010, which mandated the integration of physician quality reporting and Electronic Health Record reporting. This Act required the creation of measures and reporting of the “meaningful use of the electronic health record” and “quality of care furnished to an individual.” In doing so, the law directly links the adoption of the electronic health record with quality of care to the patient. This entails coordination which the Act requires the use of electronic health
