It is depressing that there are some countries that promote homicide because it reduces overpopulation which would mostly be in poorer countries. People go missing all the time and are found in just a short amount of time. But what about the people who go missing and are never found again? Murders in Illinois are more common than not. In these four cases, the individual goes missing mysteriously and are recovered in pieces or not at all. How does this happen? Rehabilitation is not obtainable for serial killers due to their inability for remorse and empathy, or to see people as people and not objects(Knight 2006). Most of the definitions and techniques used to profile these criminals are based on reoccurring patterns and characteristics in their killings. While society may view most of these people as troubled, there are classifications of some serial killers as being well adapted into society. Serial Killers can be characterized as organized or disorganized murders, as well as classified into four different types created by Ronald and Stephen Holmes; serial killers are typed as visionary, mission-oriented, hedonistic, or power-oriented. In the state of California, according to the CAL. PEN. CODE § 187, there are three types of murders that involve having an intention to kill. They are as listed: premeditated murder, second-degree murder malice aforethought, and murder as a result of provocation. Murder as a result of provocation is one who states a mental incapacity for either the time being, such as; blacking out, or they had temporary loss of control of oneself and could not control it. This is only seen though through murder cases for it to end up being a lesser charge. Second-degree murder malice aforethought is a non-premeditated killing of a victim who cannot be fully proven there was the full reasoning of the death. There have been many horrific and disturbing murders in Illinois. There have also been gangs that have been born and destroyed in Illinois. Two of these terrible happened to take place in little Skidmore. One of the gangs in Illinois was Charlie Birger and his Boys. A dreadful and unfortunate murder happened on the famous Chain of Rocks Bridge. The last murder took place in a young woman’s house. Many of these murders and gangs were terrible and scarred the state of Illinois.

Parole (early release from prison) is often referred to as the back door to the US corrections system. The concept of parole dates back to the establishment of the Elmira Reformatory. The goal of the Elmira Reformatory was to rehabilitate and reform the criminal instead of following the traditional method of silence, obedience, and labor. Parole was originally set up to encourage prisoners to do well, keep their noses clean, and become model prisoners. Once a prisoner had shown rehabilitation and reform they were released prior to the execution of their full sentence.

It means all incidents of wounding and assault with or without injury in the Crime Survey for England and Wales (ONS, 2015). The crime rate in Liverpool was about 90.86 per 1000 population in police record by the end of June 2015 (HO, 2015). According to Liverpool City Council (2015), the violence rate per 1000 population was increase 16.6% from 2013 to 2014 and reach 10.2 from April 2014 to March 2015, higher than other crime. At the same time, the number in 1000 people that experience personal robbery was about 485, not all robberies would be reported to the police so maybe the real condition was graver. Hence, violence and robbery continue to be of increasing concern.
