Located south of downtown Minneapolis, the Phillips neighborhood is among the poorest and most racially diverse of the city’s eighty-six neighborhoods and communities (Burrop, 2006). Home to over 20,000 residents including the largest concentration of Native Americans, Latinos, and East African immigrants in the area, the Phillips community also suffers from a long-standing reputation as a hotbed of homicides, drug use and trafficking, and sex work. Realizing the overwhelming poverty and challenges the area faced, Hope Community was created as a call to the numerous threats to the neighborhood’s residents and as an alternative to the widespread gentrification that had befallen similar communities. Founded in 1977, Hope Community was originally created as an emergency shelter for women and their children. Hope Community represents an asset-based organization that sees the diverse cultures, backgrounds and socio-economic statuses of its residents as its greatest resources. The organization also turned what was originally a crisis-response for a shelter into a long-term development process. Perhaps what is most unique about Hope’s approach to community development is its focus on projects and initiatives that facilitate residents’ involvement in creating a shared vision for reshaping the neighborhood. Hope Community began its first listening project in 1997, and to date, has published reports on eight intensive community listening initiatives. The strategy of CAMBA’s Park Slope Women MICA Shelter is a long-term plan of sustained growth of customer care in New York City. They are strategic when it comes to meeting the pressing needs of New York City dwellers. To begin with, they have identified that mental illness and drugs and substance abuse renders many city dwellers homeless and desperate. Most of the dwellers are hopeless with nowhere else to turn to and CAMBA’s Park Slope Women Shelter comes in as a source of hope for them. This strategy reflects the correct planning on the side of their leaders. The Veterans Community Project was started by three veterans. In addition to housing, the Veterans Community Project will also provide people with counseling. Additionally, the houses will already have food, electricity and gas. They want to make sure that veterans do not have to go through the hassle of making deposits and waiting to get utilities turned on. The veterans will continue to get support until they can move into
We decided to focus our community assessment in Dallas County (see Appendix C for the community map) because poverty in this area is a rising epidemic. According to Mayor Mike Rawlings, “the gap between the haves and the have-nots is still too wide, we must close the gap”. Dallas is home to a variety of races and ethnicities, but it is the Hispanic and the African Americans that poverty has effected the most with the rate increasing by 42% over a span of 15 years (Dallas City Hall, September 7, 2016). Our focus was more on South Central and Southeast Dallas spanning across Districts 5, 7, and 8 because of the significant increase in poverty in these areas. New Hope Housing likely had strengths related to their employee development program, their effectiveness in housing people in need, and their niche for ensuring individuals who would typically be rejected housing. Some of their weaknesses likely related to their secured funding and current dependence on government funding. Some of their opportunities relate to finding solutions for permanent housing, as this is currently a struggle for the people they serve. Lastly, their threats likely also have to do with their government funding. As budgets change, money is moved around and can impact this organization for the better or for the worse.
I have spent copious amounts of time in communities stricken with low socioeconomic statuses, less fortunate than the usual neighborhoods I see in Pikesville. In 1983, Urban Ministries Center in Durham, North Carolina was a host site for local area services for the homeless community of Durham. However, in 2001 three organizations, Durham Community Shelter for Hope, St. Phillip’s Community Café, and United Methodist Mission Society merged into one organization, Urban Ministries of Durham (UMD). UMD was established to address issues and to provide resources to the homeless community of Durham, North Carolina (“Mission and History,” 2009, para. 5). There is an estimate of over half a million homeless people living in the United States today, one hundred thousand living in Michigan alone. These individuals lose their jobs to an unbalanced economy, have health complications or simply fall upon hard times. Fortunately there have been numerous nonprofit organizations set up in efforts to aid these people in their time of need. The Hope Clinic is one of these organizations, offering help in many forms and providing a positive model for community progression. The organization selected is a governmental agency operated by the City of Phoenix. The specific department is HOPE VI and it is a part of the housing department. This department is funded by the HOPE VI grant through HUD’s Office of Public Housing Investments (OPHI) and is comprised of two programs: Community and Supportive Services, Family Self Sufficiency and Senior Service Coordination. The Family Self Sufficiency program focuses on self-sufficiency of residents living in public housing. This program creates a gateway for residents to save money for a down payment towards their own home. The Community and Supportive Services program comprise case management services for residents living in public housing and senior living sites. Senior service coordination focuses on meeting the needs of elderly residents within the senior housing facilities.
