However at the last minute something was impossible. In Russia such law was pushed in the State Duma by Valery Komissarov. However already later a floor of year it became the ardent opponent of this law. And the law on mass media left without point forbidding publicity of acts of terrorism. Why such laws fail, and the governments of many countries refuse to introduce this simple and obvious measure for fight against terrorism? It is obvious that the governments of these countries are interested in terrorism and acts of terrorism. They are also interested in their publicity. Why for them it is necessary? Acts of terrorism allow to enter unprecedented security measures. If to speak about the Russian legislation, acts of terrorism according to the constitution allow "to limit the rights and freedoms of citizens for their safety". And as police methods it isn't possibly to stop acts of terrorism – they allow to enter unlimited systems of supervision over people and monitoring systems of activity of people. And here already clearly why it is to the authorities it is necessary. Similar systems of supervision allow to have an absolute power over people. Tactics to induce terror in pursuit of a political goal have been utilized by a multitude of organizations across the globe. This method of power control is known as terrorism, and due to its impact and unpredictability, it is highly feared and monitored today in the 21st century. Attacks of this nature stem from radical beliefs of religion, ethics, or other politics, and have been carried out globally, ranging from the 9/11 attack in New York City to the 2015 shooting in Paris, France. Terrorism over recent years has grown despite an abundance of efforts by many nations and international organisations to stop development of such groups. This growth is partially attributed to advances in digital technology and the furtherment of communication techniques, such as social media and web-based content, which has allowed for the spread of these radical ideas across the planet making it difficult to control the advancement of these beliefs (Council on Foreign Relations, 2009). Terrorism will never be able to be fully stopped due to the abstract nature and ideology from which terrorism originates.
Terrorism is a frightening reality that all people in today’s world must face. While some areas of the world are facing terrorism more than others nearly are regions and all people are facing the violence and devastating effects of terrorism in one form or another.

Terrorism has grown dramatically since September 11. Many aspects can influence or help a terrorist organization plan an attack. First, is the media, which is a social construction of terrorism. The media does not cause terrorism; however, it does enhance its power. I have studied the amount and types of coverage certain-terrorist related incidents receive, and the results came to indicate that not that many terrorism incidents receive coverage in the news. However, those that are linked to domestic terrorist group, and when hijacking is used as a tactic, then they are significantly more likely to be featured not only in the news, but in articles and newspapers as well. The argument proposed is for the protection of human rights universally, therefor not excluding terror suspects. The aim is to establish whether the current methods operating are protective of terror suspects human rights, and if not, what changes can ensure the protection. Through considering counter-terrorism legislation pre and post 9/11 and its effectiveness, alternatives will be proposed in order to protect the rights of terror suspects.

Terrorism is common and is very difficult to stop. The government promises protection for the people, and their home, but they can not give that protection if they can not stop terrorism. Terrorism needs to stop to protect the live of the people, and their country.
September 11, 2001 will go down in the history books for being the most tragic terrorist attack against the United States; hopefully this will be the only major attack against the United States. There have been other successful terrorist acts in the US but none as severe as 9/11 and that may be due to the passing of the Homeland Security Act; which then created the Department of Homeland Security (DHS). It is impossible to see if Homeland Security stops terrorism because you cannot truly predict if the terrorist act would have been successfully carried out; but we can infer that this agency has stopped a lot of attacks against the US or at least deterred attacks against us. President Bush was applauded by some people for his actions after he found out that our planes were hijacked, but is also criticized because it was believed the attack could have been stopped. As tragic as 9/11 was, if it never happened we would not have the Homeland Security or an accurate term to describe terrorism; since terrorism never had a real definition until after the attack.
Terrorism, which has been around for as long as people can remember, has been on the rise for the past ten years. Terrorists usually use murdering, kidnapping, hi-jacking and bombings to achieve their political purpose. For instance, according to Wikipedia.com (2006), in 1985 816 deaths, then in 2003, more than 1,000 people died by terorist acts around the world. In recent years, terrorism seems to be at a new height and attacks are much more violent than in the past. Unfortunately, in spite of many anti-terror campaigns, projects and organizations are being created for prevention (to prevent) terrorism, the number of terrorists only is increasing. Before terrorism can be discussed in this paper, it must first be explained. Terrorism is the use of violence and intimidation in the pursuit of political aims. In other words, terrorism is the reason for such events like 9/11. You may think to yourself, why would the events of 9/11 happen in the first place? Well the answer may be a little tricky. First, the 9/11 attacks were a series of four coordinated attacks by the Islamic group Al-Qaeda on the United States on the morning of Tuesday, September 11, 2001. The attacks involved suicide attacks used to target symbolic United States landmarks. Four airplanes, were hijacked by 19 Al-Qaeda members to be flown into buildings. Two of the planes were crashed into the North and South towers of the World Trade Center in New York City.
