Serious misconduct amongst law enforcement officials at multiple levels has come to the forefront of pertinent issues facing the United States of America. This issue is widely covered by the media and is a major concern of our citizens. Recently, the competent and professional service that federal law enforcement officials provide has been overshadowed by unsavory incidents. These incidents remain in the collective memory of the people, thereby, harming the reputation and potential effectiveness of these agencies. The harmful decisions of a few officials in agencies, such as the FBI, DEA, Border Patrol, and Secret Service, are absolutely damaging to the careers of effective, dedicated law enforcement professionals who protect and serve our communities. The Judiciary Committee is pursuing improvement in the review and enforcement of rules in the aforementioned agencies. The allegations made against law enforcement officials are to be further investigated and disciplinary procedures will be readjusted to allow the integrity of the agencies to not be harmfully represented again.

The different career types of law enforcement career options may have similarities or be quite different depending on whether the work involves federal, state, or local agency. The differences at local state and federal levels includes: benefits, jurisdictions, pay structure, job responsibilities, travel requirements, and career advancement opportunities among others. The similarities include power to make arrests without warrant for some crimes; they all carry firearms and are trained in similar law enforcement skills. Most of them have the same form of military structure. They also all risk their lives to ensure the law is enforced. According to Scheb&Scheb (2011), “there are different roles played by legislatures, courts, and federal enforcement agencies at the federal, state, and local levels of government”.
In the United States, there are three levels of law enforcement; the lowest level is local law enforcement agencies that include local police as well as sheriff departments. The next echelon in the chain is the State agencies that include state or highway patrol, the top tier is the Federal Agencies that not only include the FBI, but also the Secret Service as well. Each one of these agencies consequently has a unique extensive past.
Law Enforcement officers have one of the most critical jobs in the United States. Their lives are always on the line and they are of high regards. This means they cannot fail! The results of their jobs do not only depend on their actions but also on the people. What this means is the community has a huge role when it comes to solving crime. Though many people may not believe it, they are the key to a successful crime prevention community. The people of the United States don’t really understand both the positive and negative effects that community policing actually brings. Some may say it is very dangerous based on their experiences. Others may say it’s the best way to do away with crime. Today the two will be compared and put to test by true officers serving our country. The facts will be stated and questions will be answered. Let’s take a look at what community policing is really all about!
There have been several studies and implemented policies within agencies all over the world directed to prevent and deter police misconduct / corruption. In the early 1990s, the Mollen Commission of Inquiry revealed a serious police corruption problem in the New York City Police Department (NYPD). One of the key recommendations of the commission was that their internal investigative structure the Internal Affairs Bureau (IAB) be reconstituted as it had failed to effectively tackle the problem. Almost a decade since the establishment of a new IAB, it is hailed as a noteworthy example of how such a structure should operate if police corruption is to be adequately dealt with. (Newham, 2003).
Terrorism has always existed in American policing, and while the groups committing these acts have changed, their intentions have not. Their intentions being to cause maximum fear and scare those who they target into doing and following their ideology. In the 1970’s and 1980’s in America, the main terrorist groups were associated with the environmental movement and race based groups, while other parts of the world were dealing with Islamic extremists, were committing terrorist acts across the Middle East without much intervention from the United States. In fact the group Al-Qaeda, who attacked the World Trade Centers in 1993 and 2001, found its roots in the 1980’s fighting the Soviet Union in Afghanistan with weapons supplied by the Central Intelligence Agency. While the U.S. Federal Law Enforcement agencies knew of these groups, they underestimated the capabilities of lone wolf, small cell, and whole terrorist organizations. This was due to the fact that the Federal Law Enforcement agencies top priority was general crime such as organized crimes and white-collar crime.
Since the beginning years of American history and basically every other country has been kept safe by the police or police type department. In the United States, there are three levels of law enforcement, there is the Federal level, the State level, and the Local level. The levels of law enforcement have various duties but most duties are very similar. Every day in the field is very different. The job can also be extremely stressful, and law enforcement professionals need specific training to succeed. A career in law enforcement is a secure job to have because crime never stops. What is law enforcement? It is a system where members of society perform in such manner to enforce laws by discovering, deterring, rehabilitating, or punishing the members of society who violate the laws that protect society. In other words “The generic name for the activities of the agencies responsible for maintaining public order and enforcing the law, particularly the activities of prevention, detection, and investigation of crime and the apprehension of criminals” (BJS).
The Miami River Cops scandal was an unfortunate blemish on the Miami Police Department’s reputation. Many factors contributed to the 100 plus police officers involvement, three of the most significant being; corrupt leadership, personal greed, and victimless crimes. The Miami Police Department responded tenaciously to the corruption by establishing measures with the aim of preventing such rampant corruption in the future. As shocking as the Miami River Cops corruption scandal may seem, it is certainly not the only case of police corruption to happen within the United States. Another equally shocking case of police corruption occurred in Cleveland, Ohio when 44 officers from five law enforcement agencies were charged with corruption stemming from narcotics.
In a survey 52% of police officers said it is common for law enforcement officials to disregard the inappropriate conduct of other officers. While 61% of officers claimed they usually do not report serious abuse that they have directly witnessed by colleagues. Yes, we all know that there are always going to be a few corrupt and unethical people within every profession, but these statistics show that within the police officer profession there are far more than a few corrupt and unethical
The Amendments found in the United States Constitution contain several provisions to protect citizens from various infringements from the government. These provisions have greatly influenced what law enforcement is today. Due to the power of a law enforcement official, the public expects officers to be held to a higher ethical standard. Part of that expectation entails that officers will follow in the law and lead by example. Unfortunately, no one is perfect and departments will always have those law enforcement officers who stray from what is right and act questionably on and off duty. To ensure that officers are being held accountable for their actions, departments will employ their own Internal Investigation division to help identify, discipline, and/or remove employees found guilty of misconduct. Therefore, it is important that administrators develop safeguards to ensure that internal investigations are conducted fairly and ethically, demonstrating the best interest of both the

There are several theories on effective management in law enforcement and the business world alike. Some of those theories can cross over and be helpful for a law enforcement manager. A manager can have the knowledge of all theory relative to law enforcement management, but without understanding several key concepts, the manager will in turn not be effective. An effective law enforcement manager is responsible for far more than just managing employees, unlike the business world. Effective law enforcement managers’ decisions likely impact the safety of the citizens within the jurisdiction, and that is the greatest responsibility. There are several components that will allow a law enforcement manager to be effective. Out of those components there are three primaries that are of upmost concern. Those three components are effective communication, organizational skills, and empowerment.
Police executives have always had different issues within the police department. Most police executives try to find a quick fix in order to solve the issue of police misconduct. Police misconduct is defined as inappropriate action taken by police officers in relation with their official duties (Police Misconduct Law & Legal Definition, n.d.). In order to solve this issue, one must acknowledge their different challenges, overcome the “code of silence”, and find out the role of organizational culture.
Small town Holdrege, Nebraska is where I decided to look a little further into law enforcement on the State level. There are quite a few State Troopers in this area, or it seems to be that way anyways. I contacted Sargent John Wagner for an interview. I have to say these men/women in uniform are slightly intimidating. I’m not sure if it is the uniform, or the fact I grew up thinking these officers of the law are just that scary. I guess we shall see once we begin the interview.
Some argue that corrupt police officers are simply the product of a corrupt culture of the agency they work for. These officers are socially introduced to a number of informal rules when they begin employment. This process and these rules serve two main purposes. First, this process is designed to minimize the chances of external or internal controls being mobilized to address the behaviors and, secondly, to keep corrupt activities at a level that is acceptable and likely undetectable. The rule most often referred to in this connection, is the “Code of Silence.” Officers are socialized into not cooperating with investigations regarding fellow officers. Whether or not the officer participates in corrupt activities for financial gain, an officer’s adherence to the “Code of Silence” places them squarely amongst the corrupt of the profession (Price, 1972).

These types of misconduct arise throughout police jobs that include routine procedures such as traffic stops, ticket writing, directing traffic, and discouraging potential threats to those in their community. What often go unnoticed, though, are the undercover works and the corruptions that go on within a department. The four terms associated with these conflicting values are deviance, which is behavior inconsistent with the norms, values, or ethics, corruption, which is forbidden acts involving misuse of office for gain, misconduct, which is the violation of departmental procedures, and favoritism which is unfair “breaks” to friends or relatives.
