Back on October 3, 1974 at approximately 10:45pm two Memphis police officers were on patrol and received a complaint from dispatch to respond to a burglary in progress (Tennessee v. Garner, 1986). Officers Leslie Wright and Elton Hymon took the call and responded to the location in question (Tennessee v. Garner, 1986). After arriving, a neighbor told the two officers she heard glass breaking next door and “they” were breaking into the home (Tennessee v. Garner, 1986). While officer Wright radioed back to dispatch the situation, officer Hymon proceeded to the backyard of the home (Tennessee v. Garner, 1986). Today, many police officers are out performing patrols on foot and on bike, interacting with the public through meet and greets, and participating in community service projects to help make the city a great place to live (Roufta, n.d.). Furthermore, this method of policing also allows the community to get involved with their local law enforcement. Through initiatives such as block watches, police officers can now answer calls from the neighborhood. Overall, today’s policing has created a method of policing known as Community Oriented Policing. Community Oriented Policing is a style of policing that involves police officers partnering with their communities to help solve problems and to attack the core problems that lead to crime in the first place (“Law Enforcement and Community Relations,” (n.d.), para. 24).
An examination of the patrol officer’s jobs and duties took place. The gathering of information and interviewing a seasoned patrol offer assisted in this examination. The city in which the patrol officer works is also studied. Research of the city of Hueytown’s population and history helped to understand the demographics and crime within the city. While Hueytown’s violent crimes are low, thefts and burglaries rank the highest. Communities, including the city of Hueytown, place patrol officers on the streets in order to protect and serve. I always knew that I wanted to become a police officer, so I decided to interview a Police Captain. I interviewed Police Captain John Carpenter of Riverside Police Department. I found him through Riverside Police Department after looking around at the organizational chart I found online and looking at the titles that were on the chart. The Police Captain is one rank above a Lieutenant, but one below a Deputy Chief. A Police Captain is in charge of a certain precinct, and normally has his/her own division. Captain Carpenter is currently in charge of investigations, such as gangs, narcotics, vice, and intelligence units.
The International Association of Chiefs of Police Research Center Board of executives, Smaller Law Enforcement Agencies Technical Assistance Program developed a New Police Chief Mentoring Project (IACP, 2013). Supported by the Bureau of Justice Assistance, U.S. Department of Justice, the focus is to make available official support to newer law enforcement leaders in the first three years of appointment, who are serving in smaller populations less than 50,000 citizens. As Chief of Evanston Police, Richard Eddington serves a very vital role in the community. He’s spent approximately forty years in law enforcement and was named Chief of Evanston Police in 2007. As Chief, his main jobs are to supervise and send out personnel, accomplish the goals and objectives the Department sets, and oversee the overall performance of respective divisions of the Department. The Fayetteville Police Department received State Certification in 1998 and received certification with The Commission on Accreditation for Law Enforcement Agencies (C.A.L.E.A.) on March 23, 2002 (__). The purpose of state certification, is to help law enforcement agencies calculate and improve their performance. The Fayetteville Police Department received certification from the Georgia Association of Chiefs of Police (GPAC). Agency certification of the GACP, is a program that identifies a set of standards that are felt to be essential to law enforcement agencies. While some standards do not apply to all agencies, the standards provide a detailed blueprint that police agencies should strive towards to be more professional. The purpose of the C.A.L.E.A. is to improve law enforcement agency services by presenting a body of standards for law enforcement practitioners. Since the creation of the program, the program has become a primary method for a police department to voluntary demonstrate their commitment to excellence in law enforcement. Most major law enforcement agencies, governmental agencies, educational and training institutions, acknowledge CALEA’s standards and accreditation programs as a benchmark for professional law enforcement agencies (Law Enforcement Accreditation, 2010). The mayor of the city has sent praise to the Memphis Police Department over their hard work and dedication to lower the crime rate and make Memphis a better place and to restore the tourism wow factor (Ashby). Rallings made a statement to the public explaining how the community can help to lower the crime rate here in the city, stating that it cannot be left to the officers alone. He said it is not just about locking up offenders and hiring more officers, but about an effort made by the community (Hallas). According to Rallings, the police director, Memphis police work the hardest at their job and have the highest crime case solving rate in the country. Rallings also stated that he strongly believes that the community needs to work together, instead of focusing on hiding from crime and out casting those who commit crimes, the city needs to join and work as one so that the people committing crimes won't feel a need to. Rallings admitted that if the people in the city would worry about why people are out here killing each other and would work together to try to stop it from happening, the city would be a much safer place
I decided to ask Mr. Wagner about the things he loves most about his job. I was humbled to hear how big of a heart he had. He said his favorite thing to do as an officer, is go to the elementary schools and teach children about law enforcement and safety. I could really tell he cares deeply about what these young minds think of him. He emphasized how he doesn’t want children to be afraid of him or his co-workers. This is such a huge misconception he deals with. I can see some truth in that, obviously in the beginning of my paper, I felt intimidated, and I think a lot stems from my childhood. I don’t ever remember law enforcement coming to the schools to promote safety and teach us how we can trust these officers. All organizations, especially law enforcement agencies, require leadership. Maintaining a dependable leadership structure is key to the success of any organization. The philosophy of the modern style of police leadership involves a leader who is strong, competitive and unreceptive to change. Police leadership is based from an autocratic style which is founded on integrity and courage, embracing teamwork, involvement and shared leadership (Cordner & Scarborough, 2010). This style of leadership works well in an emergency situation in which rapid decision making and strict control is needed. The negative aspect to this style of leadership is the inability of the organization to function with the absence of leadership.
