Subject GONZALEZ, Sandra was also released from the cell at which time she requested to speak with a supervisor (me). I spoke with subject GONZALEZ, Sandra, and she was visibly upset about the incident stating she was a US Citizen and the officers had no right to place her in restraints. She further stated the officers did not have to attack her to which I asked her why she did not remain in her vehicle after she was advised several times. Officer Dossey was going between Mr. Ricks at the stairwell and his mom Mrs. Sibley to the front of their apartment. While speaking with Mrs. Sibley, she entered the apartment and then Dossey followed behind her. Garcia was not close enough to hear the conversation between Dossey and Mrs. Sibley. Garcia could not hear whether Mrs. Sibley gave consent to search the apartment and Garcia does not recall Mr. Ricks advising that the apartment could not be searched. Garcia does remember Dossey and Mr. Ricks speaking to each other but he does not recall what the conversations were about. Garcia believed watching Dossey and Mrs. Sibley that Dossey had obtained consent to enter the apartment. On February 2, 2017 PO Marfoglio performed a 0530X1405 tour of duty. At about 0700 hours he was present at 79 Precinct Station House for a TAC meeting in regards to a search warrant to be executed at 331 Lexington Ave 2C. Javier has a loving and understanding family that is willing to give him all the support he needs. He receives daily visits from him younger daughter and oldest son. Javier also mentions that his granddaughter Iliana is always there with him and his wife to keep him more company, she brightens his day.
