In order to promote above average work ethics in SOC the following recommendations should be implemented:
Open Door Policy: when the doors of the offices of superiors or upper management remain open. This enables the employees to have easy access for inquires and to give some essential feedback
Short term monetary rewards and incentives: If a monitor performs above average during the week or exhibits exemplary SOC culture he/she should be rewarded with a monetary inactive, such as a bonus or some sort of material reward.

This was done with the permission of Captain Philip P. Tou and the participants were to be kept as anonymous. The recommendation with the highest number of acceptance rating was the short term monetary incentive policy, which has an 84% acceptance approval rating. The reason for this is that it will give a meaningful incentive to the monitors to do their work at a high standard. These incentives would pressure the monitors to achieve the high standards that SOC is trying to achieve. A fellow monitor told me that “this will give some sort of purpose in performing above average” Management also believes that this recommendation would work, but it has two major constraint, which is the budget and timing of this recommendation. Monetary incentives in government agencies are almost non-existent.
One observation mentioned in the article The Art of Network Vulnerability Assessment , which was written by Alexander Williams states that government jobs, such as law enforcement “are typically the jobs with the least monetary incentives... monetary incentives will improve government jobs.” I also agree that incentives in law enforcement agencies put pressure to perform better in their workplace.
