OPERATION OF THE MOTOR VEHICLE: On February 14, 2016 at 2250 hours, I responded to the intersection of Crescent Boulevard and Wilson Avenue for a report of hit and run motor vehicle crash. Prior to my arrival, I was notified by Central Communications that a witness followed the fleeing vehicle north on Route 130. The witness was able to flag down Officer Cordero #562 of the Camden County Metro Police in the parking lot of the Save-a-Lot, located at 2780 Mt. Ephraim Avenue, in Camden City. At this time, the driver was being detained for my arrival, while Sergeant Blanchard responded to the accident scene to check for injuries.
Upon my arrival, I spoke with the witness, Mr. Sergio Cumba. He related that he was traveling north on Crescent Boulevard behind the white Dodge Ram as they approached the intersection of Wilson Avenue with a red traffic signal. Mr. Cumba then related that suddenly, the driver of the Dodge did not brake for the red traffic signal. Instead, the driver squeezed between two vehicles, which were stopped in the right and left lanes of north Crescent Boulevard. Upon doing so, Mr. Cumba related that driver of the Dodge collided with both vehicle, disregarded to red traffic sign and fled north on Crescent Boulevard at a high rate of speed. Mr. Cumba related that he was able to follow the fleeing vehicle until it pulled into the Save-a-Lot parking lot and Officer Cordero was flagged down.

I viewed video surveillance from LRHS camera #7.24 at approximately 3:04 p.m. and observed a Red pick-up while backing up strike the vehicle in question left rear back fender near the back tire. At approximately 3:05 p.m I observed the suspect getting out of the truck and walking up to the vehicle in question and kneeling down near the left rear area as if he was assessing the damage. On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
One of the vehicles involved pulled away from the accident and headed north on Sprinkle Road. Two witnesses called this in and gave a description of the vehicle. From this description the vehicle was pulled over on the corner of East Main Street and and 26th street at 14:07.
Margaret Harris (W) contacted me and told me she had witnessed the collision. Margaret stated she was stopped behind Cheryl's vehicle on the eastbound Hwy 18 off ramp to West Valley Hwy S, and Krystyna's vehicle was stopped next to, to the south of, Cheryl's vehicle in the right turn only lane. Margaret said the signal turned green, Cheryl's Impreza began to make a right turn onto West Valley Hwy S, but Krystyna's Odyssey went straight ahead through the intersection instead of turning right, and the front of Krystyna's vehicle struck the passenger side of Cheryl's vehicle.
According to police reports, officers were dispatched to a hit and run call in the 700 block of Vassar. A vehicle has struck two parked vehicle and had left the scene. Officer Seachris arrived and made contact with Officer Wheeler who was with the victims of the accident. Officer Wheeler advised that the vehicle was in the 600 block of Vassar. Officer Seachris proceeded to locate the vehicle, a maroon Chevy pickup with Kansas tag of 005HEY parked in front of 646 S Vassar. The vehicle was registered to a Hispanic female at 628 S Vassar. Officer Seachris made contact with the owner of 646 S Vassar, Christopher M. Matthews, who advised hearing a loud crash then seeing a white or Hispanic male with no shirt on, heavyset, bald, and wearing

I then ran to the men’s bathroom to assist Deputy George with the disturbance located inside. While en-route I observed multiple people running in and out of the restroom. Once inside the men’s restroom I observed two males that appeared to have been fighting Deputy George had the parties separated prior to my arrival. I then detained a Hispanic male later identified as Duilio Lopez and Deputy George detained Michael Pruitt. The suspects where then transported to our vehicle were we continued to conduct our investigation.
On 09/18/2015, at approximately 0058 hours, West Mahanoy Township Police Officer Joshua Pastucka observed a brown convertible driving in a slow manner in front of the Shenandoah Borough Police Department. He observed the vehicle circle the Police Department twice and frequently stopping in his travel. Officer Pastucka proceeded towards the vehicle observed the operator and identified him as Robert CONRAD. Officer Pastucka is familiar with CONRAD and had prior knowledge his license and vehicle registration was suspended. When CONRAD proceeded behind the Shenandoadh Borough Police Department on the second occassion Officer Pastucka entered behind him and made contact with him. CONRAD attempted to exit his vehicle and while doing so he had a difficult time opening the door. Once out of his vehicle he had a staggered gait and stumbled into the quarter panel of his vehicle. CONRAD briefly paused while leaning on the quarter panel of his vehicle and then began to walk towards Officer Pastucka's vehicle. Officer Pastucka instructed CONRAD to return to
CREA. She related that she was driving north on Swatara Road and before she turned right on to Florida Avenue she drove her vehicle on to the curb as she does everyday. She said she looked up the road before she turned and nothing was there. She related she put her turn signal on and went to turn. She said after she turned she realized a vehicle struck her and believes the vehicle came out of no
The vehicle then made a right turn onto Northbrook Dr, a right turn onto Gardendale and a left turn onto Woodlane. The vehicle turned left onto Landier Rd, headed south and turned left onto Southern Dr. The vehicle continued south, turned left onto Oxford Dr and turned left on University Dr. The vehicle then turned right onto Southern Dr, crossed Ladnier Rd into the College Park Elementary School's north entrance and drove into the grass behind the school. The vehicle then came to a stop in the northwest corner of the School's property. A black male exited the vehicle from the drivers side and a white female exited form the passenger. Both fled on foot towards West Park Dr. During the pursuit, the vehicle failed to stop at every intersection was traveling in excess of 50 MPH in a residential neighborhood.
While enroute I received updated information from dispatch that the suspect vehicle was south on Washington St. The defendant was then observed at the intersection Washington St and Lorenzen Rd by officer Zabetka and a Felony traffic stop was conducted. Shortly after Det. Russo and myself arrived on scene and detained the driver who was later identified as Sergio Mercado Flores from a Florida driver license, of the white Ford Expedition and placed him into the rear of Officer Zabetka patrol car.
I reviewed all evidence submitted. Respondent 1’s evidence consisted of a vehicle photo, an ariel scene photograph and Respondent 1 driver’s written statement. The vehicle photo shows left quarter panel damage. It matches the diagram on the police report and does not prove that the Respondent 1 vehicle had almost completed it turn when struck by Respondent 2. The ariel scene photograph shows less detail than the police report diagram and does not support Respondent 1’s contentions. In Respondent 1’s driver’s written statement she says she heard brakes squealing. This contradicts Respondent 1’s contention that Respondent 2 did not take evasive action. On March 3rd 1991, Los Angeles Police chase a vehicle that was driving erratically. When the vehicle came to a stop after reaching speeds of nearly 120 mph, a total of four cruisers arrived to the scene, including six patrol officers and a sergeant.
