Pacific Scandal Of Canadian Government

In the history of Canadian government, two scandals have brought down two federal governments in Canada since confederation. The Pacific Scandal in1873 under the leadership of John A. Macdonald and the Sponsorship Scandal in 1995 under Jean Chrétien both led to the demise of each government. The Sponsorship Scandal, which began in 1995, was a more serious scandal due to the legal, ethical and long lasting political ramifications of the scandal.
The Pacific Scandal, 1873, led to the defeat of the Conservative government led by Sir John A Macdonald (Wallace 1948). The Conservative government was found to have accepted illegal funds in return for granting the Pacific Railway Contract to Sir Hugh Allan and his group of American business partners. Members of the Liberal opposition party brought evidence of money, being accepted, by Macdonald, forward on April 2, 1873 (Wallace 1948). The most detrimental piece of evidence was a telegram sent by Macdonald to Allen’s legal adviser, John Abbott. A Cabinet committee was established, led by Marcel Masse, the Minister of Intergovernmental Affairs. The goal of the committee was to recommend ideas for national unity and to heighten support for Canadian federalism, particularly in the province of Quebec (Makarenko 2006). As an outcome of the report by Masse, the government needed to reinforce the pro federalist Liberal party in Quebec. In February 1996, members of the cabinet and government officials discussed the report. Chrétien gave $250 million to his Quebec minister, Alfonso Gagalian, Minister of Public Works, to head up the Sponsorship program.
