The purpose of this paper is to discuss the electronic health record mandate. Who started it and when? I will discuss the goals of the mandate. I will discussion will how the Affordable Care Act ties into the mandate of Electronic Health Record. It will describe my own facility’s EHR and what steps are been taken to implement it. I will describe the term “meaningful use,” and it will discuss possible threats to patient confidentiality and the what’s being done by my facility to prevent Health Information and Portability Accountability Act or HIPAA violations.

There is a lurking ethical issue that is facing contemporary society and that has already started to affect the military, but has the potential to grow even more monstrous. Generally, these companies have obtained the information from people based on individual's visit to the website, sent and received emails, tagged photos, and searches people carry out. However, the extent of personal information known by these Internet companies has remained largely unknown as well who they provide and/or sell this information to. However, Internet companies continue to gather lots of personal information from different people who focus on carrying out online activities on a daily basis. Currently, it's estimated that these firms gather personal information from nearly 500 million users but are hesitant to provide this information to the other firms or individuals. As their unwillingness to share has attracted significant congressional inquiry, things could finally change in California following the introduction of a bill that may force companies to disclose the kind of personal information they have gathered and how this information is being used.

The government has been trying to protect patients’ healthcare information since they first introduced The Health Insurance Portability and Accountability Act of 1996 (HIPPA). Since that time, technology has paved the way for The Electronic Health Record (EHR). Those that promote the usage of the EHR as the standard of care, strongly believe that the risks of privacy are outweighed by the benefits that it brings. To be an American is to have traits of freedom the thing that the founding fathers counted on is to have the will to speak freely and to have the will of religion in the constitution it say that every citizen should have life liberty and the pursuit of happiness. This impacts and brings everyone from different places to help create a society that is free. The founding fathers also counted for the people to speak for what is right. The reason is because this helps out on what the people want instead of the government wants this goes to show that the people matter and that is what makes a person happy and also makes a person feel like they have the pursuit to be happy.

The chapter on Access Control in Medical System is based on the current environment, technologies and past studies performed on safeguarding health records by authentication through fingerprint biometric and smartcard. However, in seeking to implement EMRs caution must be exercised to ensure that implementation does not have adverse effects on the personal nature of the patient-physician relationship an important issue that must be addressed in order preserve the integrity of healthcare in the new electronic age.
