-By definition the term police brutality is “applied in the context of causing physical harm, it may also involve psychological harm through the use of intimidation tactics beyond the scope of officially sanctioned police procedure.” In today’s society we have police known as riot police, who are known throughout the world to use extreme force. Statistics show almost every time the riot police are involved in crowd control, there is at least one fatality and multiple injured. This is why I believe this is one of the most important issues in the World today. Police are there to protect us but from April 2009 to June 2010 in the United States there were 5986 reports of misconduct from police officers. Police brutality has today’s citizens doubting the police department, and how they go about their arrest. Police brutality is an everyday occurrence, especially in cities where there are large communities of Blacks, Latinos and Asians.

Police brutality is defined as “excessive and/or unnecessary force by police when dealing with civilians,” and this has become more prominent within the United States throughout the years (Danilina). There has many cases where police brutality has been seen via news channels, and it has dismantled the unity of trust between the civilians of the United States and the law enforcement who are supposed to protect the everyday people from harm. The issue is if the law enforcement is actually right within their means of protection, or have they gone too far with using excessive force in any situation that may or may not be harmful to them. There is, also, the question of whether racial profiling is the biggest contributor to police brutality.

For many individuals, police brutality is a non-existent matter because it does not directly affect them or the community in which they live. Yet for others, this is an everyday occurrence and few limitations have been set as to what is unjust and malicious behavior of an officer towards the public, therefore, several officers are rarely prosecuted for this type of

There is no question that police brutality, when it occurs, is one of the most egregious violations of public trust that a public servant can commit. Police officers, those individuals taxed with protecting the public from danger, should never be in a situation where they pose a threat to the public. Furthermore, there is no question that police brutality occurs. Moreover, generally when there are allegations of police brutality, there has been some type of underlying violent incident. In addition, while issues of brutality may seem clear-cut to a disinterested observer, it is critical to keep in mind that law enforcement officers are not presented with textbook examples of the appropriate or inappropriate use of force, but real-life scenarios involving quick decisions. There are many arrest and non-arrest scenarios where officers need to use force to protect self or others; and the degree of force required may be greater than what a disinterested observer would assume. Another recurrent issue in debates about police brutality is that racial bias appears to be a motive behind police brutality. When one considers that minorities are disproportionately likely to be arrested and convicted of crimes, one would expect to find a disproportionate number of minorities among those alleging police brutality. At the end of 2015, thousands of deaths resulted in accusing victims dying in police custody. Individuals in communities across the state are beginning to lose faith in law enforcement in their ability to properly do their jobs. Providing police officers with extensive and innovative training to give them the adequate length of experience and training will decrease police brutality.

Each year citizens die in encounters with law enforcement officers. It is reported that “Americans are eight times more likely to be killed by a police officer than by a terrorist” (Rucke, 2013). Although there is no official data base tracking these occurrences it is estimated that between 500 and a 1,000 people are killed by police officers each year. To put this in greater perspective this number equals approximately 5,000 since the 9/11 terror attack which is roughly the same number as U.S. soldiers who have been killed in the line of duty in Iraq (Rucke, 2013). This statistic is justifiably concerning. The cause of police related killings are multifold and cannot be attributed to only one factor. Many deaths may be unavoidable and perhaps, dependent on the situation, necessary. I contend, however, that many of these deaths may very well be preventable.

Over the recent years, police have been one of the organizations to be associated with the largest cases of misconduct. Police brutality can be termed as the process of misuse and abuse of authority by the police. The rising cases of police brutality are causing more harm to the public, compared to the actions perpetrated by real criminals. Although police claim that it’s sometimes necessary to curb crime, the process is illegal and police officers should be charged just like any other criminal offender. It should be the responsibility of the justice system to establish effective strategies to deal with the rising illegal activities in order to restore public trust in the law

Throughout history, efforts to police society have been flawed by brutality in one way or another. Police Brutality exists in many countries and is only one of several forms of police misconduct. Abuse by law enforcement officers in the United States is one of the most serious human rights violations in the country. Police officers have engaged in unjustified shootings, severe beatings, fatal chokings, and unnecessarily rough treatment. The history of police brutality is cyclical, going through phases of violence, corruption, and reform.

A great deal of society views law enforcement officers as heroic and honorable individuals, whose main purpose is to protect and serve the community. For many officers, this description is accurate, however for others; violence and brutality against innocent citizens is part of getting the job done. The topic of police in general, and the brutal beatings, shootings, and arrests that have occurred over the past couple of years in the United States has hit the media full force, leaving many wondering what actions should be taken to keep the peace. Many question the system as a whole, and the training police officers receive, as well as their mental health. Across the borders, police are trained differently and follow various policies that may seem ridiculous or foreign, however, when comparing and contrasting two police systems, the similarities may be alarming, and the differences may be great, but knowing the strengths and weakness of each different system, can help towards progressing to have a better system and better training for police officers.

What is police brutality and why is it important right now? Police brutality is the use of excessive force carried out by a law enforcement official. Lately, various incidents of police brutality have surfaced in the news, but this is nothing new. Past incidents including the death of Michael Brown in Ferguson, Missouri brought serious social issues to the frontlines. Michael Brown was an unarmed black teenager who was shot and killed by a white male. Other incidents include the death of Eric Garner. A man who was accused of selling individual cigarettes and later on died due to a chokehold, the officer who killed him was also white. These events have even led to vigilantism. One of the most recent incidents of retaliation took place in Dallas, Texas. Micah Johnson, a former soldier, opened fire at a Black Lives Matter (BLM) protest and killed five Dallas police officers. He was quoted saying that he "wanted to kill white people, especially white officers". There is racial reconciliation between law enforcement and the black community. Although these are only a few incidents there a plenty more and there will be even more if something isn’t done about it. Cases such as these shed light on serious social issues we need to combat. This proposal review will discuss the rift between the police and community, how to improve community relations, how to improve departmental practices and procedures as well as how these can’t turn into effective solutions.

Police brutality is not a new subject. It has been around for numerous years, and like most issues, has resurfaced to the public’s eyes. The recent events brought up the question: Does there need to be a reform in the system in the police system? In this year alone, there have been countless cases of individuals being harmed or even killed by police officers for reasons that continuously are not explained. What has people more attentive to this injustice are statistics showing that most victims in these police attacks happen to be African Americans and other minorities.

The use of excessive force by police officers is a topic that continues to make headlines and a study that needs to be done. Although much research has gone into this topic there still is no consensus on why the use of excessive force occurs. Some studies suggest lack of training and/or problems with organization policy/procedures. Law enforcement officers are authorized to use force when necessary, but when the level of force is excessive, however, the actions of the police come under scrutiny. The resulting effects can include; public outrage, scandal, negative reputation for not only the officer but the law enforcement community, and criminal considerations. In his article "Lack of Skills Leads to Violence", James J. Fyfe states that with "training...more comparable to that provided social workers, schoolteachers, psychologists and lawyers", police would become more adept at preventing violence. I believe this to be true, yet I think that many police departments confuse quantity with quality, and divert funding to the wrong places in an effort to better themselves. Training needs to be at the forefront of any reform. A police force that is educated and experienced, with knowledge of the community will be much more successful at preventing violence.

Results from this study suggest that when people, such as police officers, are given the authority to use whatever force deemed necessary by an authority such as the police department, they feel justified using their “power” however they feel. David Lester conducted a study in which he found police officers attain an “expectation of harm” through their schooling at police academies (Lester 186). Lester found “shifts in…attitudes during both academy training and the period of working” (Lester 186) to officers being less willing to admit to the existence of police brutality. It seems that the departments do not see the occurrences as brutal, but as self-defense.
