Fundamental principles of Constitution
The People's Republic of China is a socialist country led by the working class, based on the worker-peasant alliance and practicing people's democratic centralism. The socialist system is the primary system in China.

The Constitution is the fundamental law of the state. It usually stipulates a country's social system and basic principles of state system, the basic principles of activities and organizations of state departments, and the basic rights and obligations of its citizens. On the CPPCC, any political party member or independent official without political party affiliation can be recommended to take leadership in every level of government and legal bodies.
The major forms of the multi-party cooperation and political consultation system are indicated as follows. First, the CPPCC is the main organizational body for all parties, mass organizations and representatives to participate and discuss state affairs. Second, the Central Committee of the CPC and every level of CPC committee will hold yearly or monthly meetings with the non-communist parties and non-party officials to brief them on the key issues and basic policies, the nomination list for leaders of state and local governments, and the candidates for the NPC and the CPPCC representatives. The will also consult with them for suggestions, advice, and guidance. Third, the political members elected as the NPC representatives can participate, discuss, and supervise the state affairs. Fourth, the political party members can be elected as the leaders in State Council, state departments, and local government above county levels. When people gather together for form a society, they will automatically need a fundamental law (constitution) that will be above everything and everyone. Constitution is what actually regulates a country. It provides rights and set up obligations for everyone. The United States constitution is one of the greatest documents ever written. The Democratic National Committee’s leadership structure is somewhat complex. A chairman or chairwoman leads the DNC. Right now, the DNC is being led by Interim Chair Donna Brazile (democrats.org). Her job is to lead the Democratic National Committee while specifically leading efforts to increase fundraising. She is followed by Committee Chair Leaders that lead specific departments (democrats.org). Committee Chairs are in charge of leadership in legislative, congressional, senatorial, the governor’s association as they make up the second tier of leadership in the DNC. Federal and state governments utilize distinct Constitutions tailored to the specific needs and challenges of governing at the national and local levels.

Mayors lead city party organizations. The mayors office is a stepping stone to other offices. In legislatures parties are at a 50/50 tie with Democrats and Republican parties. In order for a candidate to win the legislative they must form party apparatus to wage a winning campaign. Yet it is important for them to be associated to a party also.( Magleby 83)
Constitution is the basic principles and laws of a nation, state or social groups that determine the powers and duties of the government and guarantee certain rights to the citizen (Merriam-Webster online dictionary, n.d). In other words, it is a set of guidelines for a government to exercise the given power.
