Process of Identification Definition
Health is the main value of human life. It occupies the highest level in the hierarchy of human needs. It is one of the most important components of human happiness and successful social and economic development. Implementation of the intellectual, moral and spiritual, physical and reproductive potential is only possible in a healthy society.

Despite the critical value of the concept of health, its unambiguous definition still remains problematic. There were a significant number of attempts to solve this issue but a solution that would suit everyone has not yet been found. Obviously, the reason lies in the fact that this category has a complex integrative nature and requires comprehensive research.
However, the lack of the exhausting definition does not remove the responsibility from the health policy makers to outline the specific notion of health. It is crucial in targeting the appropriate conditions and preventive means, identifying and defining the extent to which the social-economic factors need to be included into the health strategy, and building the long-term goals of the healthcare organization. The paper will analyze the target population relationship to the health policy, discuss the societal factors that influence the health policy decision-making, and compare the American Heart/Stroke Association (AHSA) definition of health with the one highlighted by the WHO.
Target population
In health policy, the target population is referred to as a group of patients with a common condition. It is applied to optimize treatment of the said patients by developing means of population-based care. The target population may be defined based on varies variables such as demographical, gender, and medical data, symptoms of the disease, etc.
As stated by the World Health Organization (WHO), ‘health’ is defined as “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity” (WHO, 1948). The health and wellbeing of individuals is generally determined by their circumstances and environment, a phenomenon referred to as the social determinants of health. This definition integrates the main concepts of health and identifies that health can be viewed differently by individuals and groups (Bowden, 2006). Health and well-being are the result of a combination of physical, social, intellectual and emotional factors (Dunkley, 2000a).
Naidoo and Wills(2001, p.47) “Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity’ - WHO (1946).” This definition falls into a holistic way of defining health, which believes that there are more areas to look at when thinking of health than just simply the absence of a disease. It considers the cause of why someone is ill and not just simply about ’fixing it’.

Firstly, looking at the positive definition of health, it is a positive concept, highlighting social and personal resources together with physical capacities. According to the World

Many factors influence health such as family traits, behaviours, access to quality healthcare and environment (quality of air, bad/good water and housing conditions) (WHO, 1946). The holistic view of health combines the mind (mental), body (physical), emotional and spiritual elements to a person (Ewes & Simnett, 2003).

According to Floyd, Mimms and Yelding (2008) Webster’s Dictionary defines health as “the condition of being sound in body, mind and spirit… freedom from physical disease or pain.” This definition has very much taken the holistic view. Wellbeing is a term in which reflects on the positive emphasis on health and can be broken down into six aspects know as environmental, physical, social, emotional, mental and spiritual. To achieve a high balance of wellbeing it is vital that a person is able to balance and take care of each aspect effectively. Underdown (2007) implies that in 1948 the World Health Organization (WHO) defines health as ‘a state of complete physical, mental and social well-being and not just the absence of disease or infirmity.’ This definition took a holistic view as it mentions mental and social wellbeing and it was supported as it focused on a person being healthy rather than not being ill. However, this definition has been widely criticized. Seedhouse (1986) believed that for someone to be in perfect state of health is unachievable and unrealistic.
