This book contains several volumes about the Aboriginal languages spoken in Quebec. It demonstrates how the Quebec government has initiated policies on the languages in comparison with the Canadian federal government. Since both Quebec and NWT share some common aboriginal languages such as Inuktitut and Cree I would like to compare and contrast both the Quebec and NWT’s language planning fields as one is the largest province in Canada and the other is a territory with lower amount of language speakers than Quebec. Also, the book argues that standardizing the Quebec aboriginal languages is needed, as there are three different language families in nine languages that construct huge complexities across dialects, writings and grammatical systems.
The impact of colonization on First Nations peoples in Canada is unsurpassable, regarding every aspect of Aboriginal life and well-being. Throughout Canadian history, the government has been aiming to assimilate and annihilate Aboriginal people by way of racist policies, ethnocentric institutions, discriminatory laws and destructive capitalist behaviours. Because of this, Aboriginal people have suffered many losses, both physically and culturally. One of the main perpetrators of enacting this loss is the education system. The education system in Canada has and continues to threaten the relationship First Nations peoples have with the land. The connection First Nations peoples have with the land is crucial to their cultures, traditions, ceremonies and beliefs. Colonization and colonialism jeopardize this relationship and that is what this essay will address.
The historical context of the Quebec Separatist movement included The Quiet Revolution. The Quiet Revolution was when small groups try to make Quebec independent especially FLQ. The small groups members were Francophones, French-speaking citizens. Their ideals was to make Quebec independent from Canadaś government. First, Canada made a bill stating that it will create a better future for Canada. “The Official Language Bill is a reflection of the nature of this country as a whole and of a conscious choice we are making about our future.” (World History: The Modern Era) Canada thought it was necessary to have one language, and it will make them feel united. After this bill was established, Canada’s government regretted and believed that there should be two official language. Canada was set up to be a bi-lingual country for both English and French to be equally represented in the government. However, the number of French speakers began to disappear in the country. “In Quebec, 7.7% of the population reported English only as mother tongue, 78.1% reported French only, and 12.3% reported only a non-official language, in 2011. In comparison, the national percentages were 56.9% for English only, 21.3% for French only and 19.8% for non-official languages only” (Canada). While the providence is not officially bilingual, it is apparent that francophones are dominant in Quebec and Anglophones are more common in the rest of Canada. Concerns of violent victimization and self-destructive tendencies in Aboriginal communities have become a significant issue in Aboriginal movements worldwide. In Canada, it has taken the specific form of feminist-inspired campaigns for only those Indigenous females that are missing and murdered. The highly vocalized 2015 campaign for the 42nd Canadian Federal Election drew much attention to the fate of missing and murdered Indigenous women. However, the attention on females suggests that the inherent implication that Indigenous men’s attitudes toward Indigenous women are the problem and that the men are not victims of violence themselves. This essay will first acknowledge the chronic problem of violence in the place of Indigenous peoples in first world societies and the continuing social problems that marginalize their position. This paper will then examine the Aboriginal peoples of Canada, the violence in their communities, and whether or not Indigenous men and their masculinities have an appropriate place in the national picture regarding the missing and murdered Indigenous women. I will conclude with a consideration of the extent to which if men do have an appropriate place in the inquiry and which policy recommendations are required to address the issues that Aboriginal people confront.
Being an English speaker myself it is very encouraging and helpful that I am perfectly bilingual, being bilingual has helped me in the work force, in my studies and in my social life. These are some factors that have English speaking Quebecers speak more French and really made an impact among English and French speakers of Quebec. The Attawaspiskat Cree and Ojibwa are a first nations group living in parts of Canada, mainly northern Ontario. The main languages spoken by these first nation groups are Mushkegowuk Cree and Ojibway. I will compare and contrast the experience of the Attawapiskat Cree to Ojibwa in relation to the Canadian Government. Finally in 1867, the United Canadas joined two other British Colonies, Nova Scotia and New Brunswick to form the Dominion of Canada (McRoberts 1991, 413). French-Canadians continued to fight against assimilation and received autonomous privileges with exclusive jurisdiction over matters regarding its cultural distinctiveness***. Thus, the Francophone language and culture has always been at the forefront of Quebec priorities. Since Confederation, Quebec nationalist have felt that the Francophone language and culture has been at risk of assimilation by the rest of Canada. As a result, Quebec nationalism is fundamentally rooted in the preservation of the Francophone language and culture (Guiberneau 2006, 52). Political leaders in Quebec continuously urge for the recognition that Canada is composed of two nations or cultures (McRoberts 1991, 413). Prior to confederation Quebec enjoyed numerous autonomous privileges. Unfortunately, post-confederation Quebec did not enjoy as many autonomous privileges because Canada was created as a relatively centralized federation (Beland and Lecours 2007, 406). A centralized federation not only took several of these autonomous powers away from Quebec, but it also threatened the Francophone language and culture (Beland and Lecours 2007, 406). With this said, Quebec nationalism has placed a great deal of pressure on the federal government to decentralize, giving more powers to provincial governments.
From the first contact between Aboriginal Peoples and European immigrants to the present day, the aim of Canadian government policy has been to assimilate the Indigenous Peoples of Canada. The attempted forced abandonment of their culture was perpetrated through a variety of strategies including force, aggression and legalities. While historians and politicians may disagree about the motivations of Canadian policy, the impact has been irrefutable. In efforts to create one unified nation, successive governments failed to recognize their destructive actions. In this failure, Canada has come close to shattering the sub-nations and peoples who comprise them. This paper will review the government’s effort to absorb the Indigenous peoples’ culture, their refusal to assimilate, and will also identify potential strategies for future relations.
While the rest of Canada employs the concept of multiculturalism, Quebec emphasizes on another theory: interculturalism, or the notion of support in cross-cultural dialogue and challenging self-segregation tendencies within cultures. In the province, the word multiculturalism announces pejorative meanings. This was due, in part, to the fact that “a federal commission which was charged several years ago with the task of developing policies for Canada, based on its bicultural and bilingual character emerged with a recommendation that Canada think of itself as a multicultural and bilingual country.3”. Francophones, on the other hand, felt that this concept placed them at the same level as minority ethnic groups, thus erasing their thoughts of being seen as one of the country's founding nations.
Here in Quebec language is an extremely interesting and at times a controversial topic depending on who you speak with. The way that people who live in Quebec communicate is unique to our part of the world since we are a bilingual province. I believe that Quebecois people are a perfect example of the definition of language. I realised that while performing this field work I do not know many people who have gone to French schools because in my town the main language spoken for the most part is English. However, my cousin did go to a French school and I found her to be a particularly intriguing participant because she has been in both the English and the French system throughout her academic career.
