Racial Profiling

This paper outlines the studies, incidents, facts and statistics that have found evidence of racial profiling which causes distrust in the law enforcements (police, government etc0. Studies of racial profiling shows that blacks, Hispanics, Middle Eastern and other racial minorities are more likely to be stopped than those who are white. They are more likely to be stopped and searches, traffic stops, license and registration checks. In addition they are more likely to be ticketed or arrested after being stopped and search. Some scholars and studies believes that minorities being that are frequently stopped and searched has nothing to do with them being racially profiled. According to Roh and Robinson,” studies raise the possibility that minorities may be more involved in criminality (Gaines, 2006), some drug crimes (Lichtenberg, 2006), and speeding offenses (Lange, Johnson, & Voas, 2005), thereby justifying higher stop and arrest rates by police of some groups.” (Roh, S., & Robinson, M.)

Racial profiling is still an ongoing issue that occurs and such an issue has led to many problems for the minority groups of this country. Whether it be African Americans, Indians, Asians, Mexicans, or Muslims, all have faced profiling at some point in time. The problems caused by this controversial subject include the impending distrust between black communities and law enforcement, unfair treatment towards all minorities by law enforcement, verbal and physical abuse of minorities by police officers which can sometimes lead to death, emotional unstableness of the victims whom have faced such a terrible judgement, and the negative impact it has on children of the minority groups.

Racial Profiling has been around for many decades, but over the past few years it has gotten even worse. It has gotten to the point where children are supposed to be the most comfortable and open. Also, it has gotten to the point where even children's sports games are having a racial issue. Children shouldn’t feel like outsiders, just because of the color of their skin. Lastly, they shouldn’t they should stop doing what they love the most just because someone out there is making a racial or racist statement.

Racial profiling has been and will continue to be a problem in the United States. Many believe that racial profiling is more prevalent in today’s society; however, this issue has been a part of our society since slavery. Moreover, African American males are mostly the targets of racial profiling, especially in larger cities like New York City and Los Angeles. Police officers are conducting more traffic stops on African Americans males than on any other racial group, for the reason that many police officers believe African Americans males are most likely to be engaged in some sort of criminal activity. Racial profiling is simply, “the unlawful police practice of using race, color, or ethnic background, as the reason for conducting a traffic stop on an individual.” (Michigan Civil Rights Commission) This definition can be extended to any kind of discrimination mainly based on myths and stereotypes towards a certain race or ethnicity. However, the term racial profiling is commonly used when a police officer or any other law enforcer stops, questions, searches or arrests an individual purely on the basis of their race. African Americans or simply blacks have been the major racial group that has suffered much of racial profiling. Much of this is based on the stereotypes against the blacks are perceived as more likely to engage in criminal activities. For instance, in a 2013 Racial Profiling Data from Ferguson Police Department, out of 5384 police stops, 4632 were against blacks. (Ferguson Police Dept. 1) Despite the low population of blacks in U.S. compared to other races, the former continues being subjected to more racial profiling. Racial profiling against African Americans continues to expose the blacks to humiliation and racial injustices, as this paper will expose, thereby calling for the responsible authorities to address and find solutions for the problem.

One major problem with the Justice System is that law enforcement use racial profiling affecting many people of color on a daily basis. Racial profiling is when law enforcement believe that certain groups are more likely to commit a crime rather than other groups. This is a major problem because in many cases there are very tragic incidents and as NAACP stated, “ Mr. Garner’s tragic death shows that for communities of color, including women and LGBT people of color, immigrants and low income communities, racial profiling has been and continues to be a constant reality of life, often with tragic and deadly consequences,” (45) Explains how racial profiling has become an everyday basis to minorities affecting them in many ways and unfortunately ends with death occasionally. Racial profiling in law enforcement is referenced when a law enforcement officer targets an individual for suspicion of a crime. A broader definition of racial profiling in law enforcements is when a law enforcement officer, uses an individual’s race or ethnicity, age , time of the day (usually later in the day), dress code and also location to accuse a person of a crime. In today’s world the term racial profiling can be viewed in various view points, because of people having different opinions on the term, many disagreements occur. Some people believe that specific incidents are not cases of racial profiling and others think otherwise, needless to say an argument occurs.

Over the last twenty years the issue of racial profiling has become extremely combative with regards to law enforcement practices. A common misconception begins as some people are unaware of what racial profiling actually is. Racial profiling typically deals with incarceration, miss education, and to certain extent slavery. The topic of slavery is relevant in the conversation of racial profiling because like slavery, African Americans have suffered just due their own identity. Profiling is essentially the selection of an individual and categorizing them due to a specific racial group. In today’s world we deal with multiple cases of racial profiling seemingly on a daily basis. Turn on the television, check the internet, or simply have a discussion with someone and you’ll hear about it. "Racial Profiling" describes discriminatory practices by law enforcement officials who target people for suspicion of crime based on their ethnicity, race, origin, or religion. The term first came about during the War on Drugs in the 1970’s and 1980’s when law enforcement were accused of pulling over motorists simply because of their race, then unlawfully searching their vehicles for illegal substances. There are varying opinions about this topic and as the year’s progress, it seems acts of racism, labeling, and profiling increase. Many of the instances of racial profiling that occur today involve criminal justice.

The judicial system in America has always endured much skepticism as to whether or not there is racial profiling amongst arrests. The stop and frisk policy of the NYPD has caused much controversy and publicity since being applied because of the clear racial disparity in stops. Now the question remains; Are cops being racially biased when choosing whom to stop or are they just targeting “high crime” neighborhoods, thus choosing minorities by default? This paper will examine the history behind stop and frisk policies. Along with referenced facts about the Stop and Frisk Policy, this paper will include and discuss methods and findings of my own personal field research.

Judging people because of their race has always been a problem in society. A lot of people have to face the consequences of others being raciest and unfair in many ways. Racial profiling can be a problem caused by the environment that people grew up in, which is causing lack of jobs because they get associated with crime and others having insecurities about themselves. There are many other consequences that occur every day because of racial profiling that many people don’t acknowledge.

In New York City’s police department report in December 1999, the stop and frisk practices showed to be greatly based on race. In NYC, blacks make up 25.6% of the city’s population, Hispanics 23.7% and whites are 43.4% of NYC population. However, according to the report, 50.6% of all persons stopped were black, 33% were Hispanic, and only 12.9% were white. As you can see, more than half of the individuals who were stopped were black, 62.7% to be exact (ACLU, 2013). In Orange County, California Latinos, Asians and African Americans were more than 90% of the 20,221 men and women in the Gang Reporting Evaluation and Tracking System (ACLU, 2013). Clearly this database record shows racial profiling occurred when the total population in the database made up less than half of Orange County’s population. This is when the California Advisory Committee of the U.S. Commission on Civil Rights and the ACLU stepped in. One other instance of racial profiling I’d like to discuss occurred in Maricopa County, Arizona. A court ruled in May 2013 that “sheriff Joe Arpaio’s routine handling of people of Latino descent amounted to racial and ethnic profiling”; according to CNN, the sheriff’s office had a history of targeting vehicles with those having darker skin, examining them more strictly and taking them into custody more often than others (CNN, 2014). There has always been racial profiling in our history. The problem here is that at some point the ones who are oppressed and discriminated sooner o later will claim why they are treated unequally. There are many examples around the world, but one only has to take a look at how the American society has been designed to realize the great difference between individuals. It was even normal and acceptable to see these differences during the creation of this nation because the ones who supposedly had the power and knowledge of conquering made sure to create a huge division between leaders and subordinates.

A major issue that has been at the forefront of the topic of race in America is racial profiling. This practice of targeting individuals based on the individual’s race is not new and has been in use for many many years. However it has recently come to national attention with the killing of unarmed black teenagers by police officers. The issue of racial profiling not only highlights the lack of equality in America but the issue of policemen using excessive force when dealing with criminal activity.

Federal agencies and Airline companies should not be allowed to remove people from a plane and detain them for their skin color, making this a wrongful practice of racial profiling. The American public forms and influences Iron Triangles into spreading their own beliefs that are then practiced within certain government agencies. Policies are then written and passed that allow such acts as this to be used on the general population. Shoshana Hebshi and two other men became victims of these acts while on a plane in 2013. These acts of discrimination can be changed only if the American public will stand up and force these Iron Triangles to push the Federal agencies and Airline companies to change their ways.
