Redlining: Institutional Racism In America

Throughout American history, relationships between racial and ethnic groups have been marked by antagonism, inequality, and violence. In today’s complex and fast-paced society, historians, social theorists and anthropologists have been known to devote significant amounts of time examining and interrogating not only the interior climate of the institutions that shape human behavior and personalities, but also relations between race and culture. It is difficult to tolerate the notion; America has won its victory over racism. Even though many maintain America is a “color blind nation,” racism and racial conflict remain to be prevalent in the social fabric of American institutions. While the Civil Rights Movement is considered a success, there is still racism in the United States today, in which blacks are still viewed as overly aggressive and overtly dangerous compared to whites. The racism we are familiar with today is called “institutional racism” and is not only shown in workplaces, but in schools and courtrooms. Institutional racism is defined as a pattern of social institutions who give negative treatment to a group of people based on race. To elaborate on institutional racism, starting with pre-school, black children make up only 18 percent of the pre-school population, but make up almost half of out of school suspensions. In K-12 black children are three times as likely to be suspended than white children. Now moving to the court system, black children make up nearly 60 percent of children in prison and are more likely to be sentenced as adults than white children. These statistics show that black’s, even black children, are more likely to be viewed as dangerous and subject to worse sentences.

The criminal justice system in the United States is evident of several deep flaws relating to the treatment of black men and women accused of committing criminal offenses. It is logical to believe that due to the U.S.’s rather dark past surrounding the treatment of black Americans, systematic racism is included under the guise of the criminal justice system. The U.S. is historically infamous for it’s open racial discrimination against black Americans, up until systematic racism became one of the more dominant forms of discrimination in the most recent years. Different areas of the private sector took control of the racial segregation. Areas such as real estate, banks, labor, and toxic waste locations have participated in some way to continue the segregation and inferiority of people of color. “African Americans and other communities of color are often victims of land-use decision making that mirrors the power arrangements of the dominant society” (Bullard [1994]2004:269). The land-use decisions are used by the real estate industry. The real estate industry along with the bank industry have worked together in order to make it almost impossible for people of color to acquire their own homes. When individuals of color do obtain their own homes the real estate industry corrals them all into one zone. Then the banks charge homeowners in these zones high interest rates on the mortgages needed to maintain their home ownership. “Zoning is probably the most widely applied mechanism to regulate urban land use in the United States” (Bullard [1994]2004:269). America has been built on inequality and evolving forms of racism for generations. Our criminal justice system is a reflection of the structural racism that has and is permeating our country. The criminal justice system of the United States is not explicitly racist, however there are many internal and unspoken policies that enact a structural racism through policing and the courts, however, our criminal justice system shows more racial disparities than racism. The lenses of two individuals who have in some way experienced the criminal justice system show the internal issues revolving around race, In Nicole Gonzalez Van Cleeve’s work Crook County and Wilbert Rideau’s In the Place of Justice, we see how the structural racism and more so the racial disparities play huge roles in shaping the life outcomes for people of color.

The election of Barack Obama as the 56th president of the United States raised many hopes that the “Black struggles” was finally over. For conservatives, Obama victory reassured their beliefs that there was no longer such thing as racism and that every American had equal rights and opportunity to pursue the American dream. While many people have come to believe that all races have equal rights in America, Tim Wise argues in his documentary “White Like Me” that not only does racism and unconscious racial bias still exist, but that also White Americans are unable to simply relate to the variety of forms racism and inequality Blacks experience. This is mainly because of the privileges they get as the “default.” While Wise explores the variety forms of racism and inequality today such as unconscious racism, Black poverty, unemployment, inadequate education system, and prison system, the articles by the New York Times Editorial Board, the Human Rights Watch (HRW), and Adam Liptak further explore some the disparities in the criminal justice system. Ana Swanson points out in her article, “The Stubborn Persistence of Black-White Inequality, 50 Years after Selma” that while the “U.S. has made big strides towards equal rights,” significant gaps still remains between the two races. The idea of racism has evolved and has become less prevalent throughout the last century. This week’s readings focused on a topics associated with the white population of America. Some of these topics included the privileges white individuals are often unknowingly accustomed to (McIntosh,1) as well as the lack of responsibility and motivation many whites feel when it comes to eliminating racism. This is a social problem because it constructs biases that often times negatively affect the interactions between whites and individuals of color. This potentially leads to many issues including racism, hate crimes, and the unequal treatment races.

The United States has a longstanding history of racism and discriminatory policy, stemming from the colonial era. Generally, those who weren’t considered true White Americans faced blatant ethnicity-based discrimination and adversity in matters of education, human rights, immigration, land ownership, and politics. Specific racial institutions, characteristic of the 17th to 20th centuries, included slavery, wars against the Native Americans, exclusion from civil life, and segregation. It wasn’t until the mid-20th century that formal racial discrimination was banned, and majority attitudes began to see racism as socially unacceptable. However, our relatively recent racialized history has left an unfortunate impact on present society. The legacy of historical racism still continues to be echoed through socioeconomic inequality, and racial politics still remain a major phenomenon. Many argue that our government systems have shifted from means of overt racism to more symbolic, covert racism, and that this is reflected in our societal institutions, such as employment, housing, education, economics, and government.

Despite changes in the landscape for treatment of ethnic minorities in the United States over the past 200 years, issues with racism has never stopped being an issue and continues to tarnish and tatter the very fabric of our nation. There has been a history of violence against Black people that dates back 400 years, to a time when the first slave was forcefully brought here to the USA (Rogers, 2015). From that time on, people of African descent have been dehumanized and treated as second-class citizens and this has become an ongoing community issue (Diversi, 2016). Racial classification was created as a way to condone slavery and maintain the primacy of the white race (Tolliver, Hadden, Snowden, & Manning, 2016). Aymer (2016) explains that the Critical Race Theory (CRT) provides a way to understand that the violence that Blacks face in America originates from the societal belief in White superiority and, when trying to understand the Black reality, centuries of racial oppression must be discussed (Aymer, 2016). CRT acknowledges that racism is primarily a problem in America and has contributed to the social disparities in the U.S. In addition, it notes other forms of oppression that are important to discuss and work through. CRT does not believe in the legal rhetoric that there is an impartial, equal way of dealing with individuals in the community that has nothing to do with color and everything to do with achievement and hard work. Racism has a huge impact on society to this day. The greatest wrong doing in the U.S criminal justice system is that it is a race based organization where African Americans are specifically focused on and rebuffed in a considerably more forceful route than white individuals. Saying the Us criminal justice system is racist might be politically disputable in different ways. In any case, the actualities are debatable. Underneath I explain many cases of these issues. Unfortunately, in this time and age, racism continues to be an issue in the American society, especially in the south. Since the introduction of slavery, many people have the belief that skin color determines someone’s ranking in life. After the freedom of slaves, racism became a big problem in America. As a result, other races look down upon many different cultures and ethnic groups believing that they are superior to others.
