assessment and subsequent cleanup or remediation of environmental issues at a brownfield”
(Carr, et. al., 2008, p. 77). It is required that an Environmental site assessment or ESA is completed to determine if there are any toxins or contaminates in the area that need to be cleaned up before any projects are started. “Federal and state laws were passed in 2002 to remove barriers to reusing sites with environmental issues” (Roanoke. Gov, 2017, para. 5).By doing this it will enable the city to “assist an owner or developer to establish liability limitations/amnesty for environmental issues and can access state and federal funds to help address those issues”
(Roanoke.gov.,2017, para.5). Roanoke’s environmental policy is as stated: Governmental

Interestingly four out of the six are men and only two are women. Before this section goes any farther, it must be said that this writer does not or has ever been interested in or keeps up with politics either locally or nationally. So I am unable to venture an opinion as to whether they are right or left wing but based on opinions of others asked, they vary but most are pleased with the jobs they are doing so far. The local city government roles and their functions include that of Mayor who in this locality was elected, he or she is the one that people raise their complaints and concerns to, he is like a “CEO” of the community, he is the one that people turn to in times of crisis in hopes that he/she will lead them to the right resources. According to the charter for the City of Roanoke the general powers and duties of the Mayor are as follows:
“The mayor shall preside at meetings of the council, and perform such duties as are imposed upon the mayor by this charter and such other duties consistent with the mayor's office as may be imposed by the council. The mayor shall be entitled to a vote, but

Freedom of municipal law, when pertaining to the state government, has its pros and cons. One pro is the lack of necessary for the state to review every policy that the city makes. Another is that the cities could work on ways to solve their own problems and allow more of the community’s voices to be heard. A corresponding con is the lack of connection between the cities and states that could further lead to a misuse of power. Also, if the cities feel that there is little to no authority acting over them, they could become power hungry and try to push policies that their communities disagree with.
elected separately from the council, and is often a full-time and paid position with a significant administrative and budgetary authority. This form of government, the elected City Council sets policies for the operation of the City. The City Council enacts Ordinances, the laws of the City, adopts Resolutions authorizing actions on behalf of the City, reviews plan for development, and establishes the policies by which the City is governed. The City Council consists of seven members a Mayor and two Councilmember 's elected citywide and four additional Councilmember 's elected by individual districts. The administrative responsibility of the City rests with the City Manager, who is appointed by the City Council upon recommendation of the Mayor. Each Councilmember is
On Monday, April 13th, 2009, I visited the Culver City city council meeting, and found that they operate using a council-manager form of government. For a city with a population of about 38,000, this type of governmental structure is fairly common, and I was not surprised to see it in action in a community where the median household income is around $56,000 a year. Culver City is also a culturally rich community with a 60 percent Caucasian population, and a quarter of the residents are either of African American or Asian decent. The mayor, D. Scott Malsin, is one of five members on the council, and his term as mayor is on a rotating basis. Having been to a Hermosa Beach city council meeting with a similar council-manager structure, I knew
The governing core of South San Francisco is the city council, which creates municipal laws and the overall policy, decides how to expend treasury, assigns members to all consultative local businesses and represents the city officially. The city council`s members are Richard A. Garbarino as a mayor, Mark N. Addiego as a vice mayor, Pradeep Gupta, Karyl Matsumoto and Liza Normandy.

In conclusion, every governing body holds a certain power for management and development of the cities, state, and nation. What I believe is that the local government should get power in policy making and make other decisions of particular areas within the state because local government will have more information about what are the actual need and wants of people of their locality. However, the local government should cooperate with the state government while implementing their policies. Furthermore, the laws and policies should be implemented by looking at all perceptive and values of the people over these issues.
Hello, I am Jeremy Wilczek, the new mayor of Little Egg Harbor New Jersey. I love our little town, and I believe it is almost perfect. There is something I would do to make our town better. To start, I think we should find out who the mayor is and how he affects our town. Usually a mayor will oversee police, firemen, education, housing, and transportation departments. There are four options for a city's government structure, and some cities use several. One power structure is the council-weak mayor. This type of structure gives the majority of the city power to the council, with the mayor acting as a leader of the council. The mayor is also responsible for signing proclamations and making ceremonial appearances.
There are numerous techniques the mayor can use to create effective teamwork among city employees one of which is an atmosphere of accountability and trust as a common goal. The American Management Association (2014) stated, “When people work together in a climate of trust and responsibility toward a common goal, they put aside turf issues and politics and focus on the tasks to be done. This
Bill de Blasio is the current Mayor and Mayor incumbent of New York City running under the Democratic Party with alliance to third party Working Families Party gaining de Blasio cross endorsement of both parties. Responsibilities of the Mayor in NYC are wider than other cities. Major cities use a strong mayor form of mayor-council government, which makes the appropriate ‘check’ or restriction that City Councils often have on their Mayor very weak as opposed to a weak mayor form which restricts the mayor’s autonomy and power delegating more to the city council. This allows the Mayor almost complete administrative autonomy such as proposing legislation and executive orders and other managerial tasks to ensure an effective city government
You make a valid point in regards to local governments needing to be adaptable and the measures to possibly overcome them. I can think of an example of this that happened a few years back; engineering had scheduled a bridge re-construction that rendered the bridge that connected our Canada Day parade route to our parade disband area. The engineering department was incredible about keeping us updated and identifying that we were not able to cross the bridge, as there was no proper guardrails and this was a liability issue. We spent weeks trying to coordinate a solution between departments; each department had valid reasoning regarding their reasoning, controls and regulations surrounding their position for or against proposed
In short this means that in order for a district to use public funds for the purpose of bettering a property or maintaining a facility, the district must first approve it through the board of the commissioner’s court. This is done to provide better oversight within the district and hold the district accountable to its financial position before the district send public money generated by tax payers. As part of the approval process, the district must submit a report on the districts compliance. In this report they must include the maximum dollar amount that will be used to fund activities of improvement within that district as well as proposed labor costs. The district must keep copies of any transactions throughout the process and also submit those documents to the commissioner court. Under this bill the district holds the right to lease property for no more than 50 years, with the understanding that the development would generate income for that district (UNT database). Although in order to pay for expenses of construction and/or maintaining a facility, the district may not borrow funds for any other intertie in order to complete the development of such properties. They may though enter into an agreement with the federal government, the state, or a privately owned
Local Officers shall be elected by secret ballot and installed at the last regular meeting each year and shall hold office until the next election.
The commission plan style of government is a local form of government in which the citizens elect a small body of representatives which serve a dual purpose as a legislative body and managing body of city. Each commissioner is assigned an area of responsibilities with the city (i.e public safety commissioner, public works commissioner, and finance commissioner). Typically, one of the elected commissioners is designated by the board as either chairman or mayor of the city. The city commission style of government is supported by individuals who support centralized and efficient government which supported by members of progressive movement. This style of government allows for swift response without the needs of checks and balances within the local
Since there are laws set forth, in every city, state and county, each district could interpret
After Berman vs. Parker, the definition expanded, and after Kelo vs. New London in 2007, the lines were blurred even further proclaiming that government can take away private property and then sell it to private developers. Some say it shouldn’t benefit private developers because it can easily be abused, but others say if the project produces tax revenue and jobs, economic development can be considered legitimate “public use” (Berkey-Gerard, 2014, p. 80). Ultimately, thanks to the Kelo decision, the idea of using eminent domain to increase jobs in the look of stadiums, corporate headquarters, office buildings, museums, and shopping malls are made
