Community policing is defined as a contemporary approach to policing that actively involves the community in a working partnership to control and reduce crime (Bohm & Haley, 2014). Basically, community policing is a method in which police officers work directly with the people of the community to try and create a positive relationship to find a common ground which in return, would hopefully decrease the amount of criminal activity altogether. Community policing not only helps prevent and reduce crime, but it also helps citizens to see police officers in a different light. Sometimes the only encounter an individual has with an officer is when receiving a ticket or when an arrest is made, which can carry a negative connotation.

In cities and towns across the country, tragic deaths of citizens in confrontations with police have have spiked a wave of distrust for law enforcement. The bad perception for law enforcement is unfair to the officer’s who are dedicated, and mean well in their duties, yet unfortunately, it has created tension between law enforcement agencies and the communities they serve. Due to the recent deaths and confrontations, reform proposals and new policies have been a national conversation to implement new initiatives to strengthen the bonds between law enforcement officers and the communities they serve. The term “problem solving” in this context implies more than just simply eliminating and preventing crime. It is a concept that assumes that crime can be reduced in an area by studying the characteristics of the problems in that area and then applying the appropriate resources. The theory behind the concept is that underlying conditions create problems, and problems created by these conditions may cause incidents. These incidents will continue as long as the problem that creates them exists. Determining the underlying causes of crime depends, in great part, on an indepth knowledge of community. Thus community partnership will be of great assistance in the problem solving process. Cooperative problem solving also builds trust, and facilitates the exchange of information, and also leads to identifying other areas that can benefit from the mutual attention of the police and community (Gaffigan, 1994).

Law Enforcement within the United States is limited as many people may feel that it is a dangerous job. With law enforcement being so limited there is one way the community can and has assisted throughout the years. Community relation issues across the nation have been increasing and causing many conflicts between law enforcement and communities. There has been so much disorder between communities and law enforcements not agreeing on how situation have been handled. Both the community and law enforcements having different perspectives on making decisions without ever looking at the others side and acknowledging each other’s reasoning behind their actions. Racism, responsibility and morals are some of many terms that are yet to be sorted out within all these communities that have on going conflicts. Different officers may have different ways to contribute to partnerships. For example, patrol officers have a unique position to help monitor and supervise supervisees (Parent and Snyder, 1999). Patrolling gives officers access to the supervisee and their social networks which can help provide knowledge of their activity (La Vigne, N. G., Solomon, A. L., Beckman, K. A., Dedel, K., & Center, J. P., 2006), this can be very valuable especially in cases which community corrections officers are mostly in their office and not in the field (Thornton et al. 2006). Community policing is a philosophy. It uses organizational strategies that support the use of partnerships and problem solving techniques to address issues of public safety.Community-oriented policing is collaboration between the community, organizations within the community, and the police that identify and solve community problems. Police officers work with the community to help solve problems related to crime, fear of crime, social and physical disorder, and neighborhood conditions. They do this to enhance the safety and quality of neighborhoods. Officers spend time in these neighborhoods getting to know the residents and business owners by talking to them about the problems that the community is facing or individuals who are causing problems. They are responsible for reducing crime in their beats.

Law-abiding citizens of the United States follow the rule of law and respect one another. Unfortunately, confrontations between minority groups and the police departments have turned deadly. The proven irresponsibility of publishing misinformation by the media without first verifying their sources has caused rioting and destruction in these communities. The current murderous assaults of law-enforcement personnel throughout the United States and the criminal actions of some law-enforcement personnel against minorities, and others, created a gulf between the police and the communities they serve. The communities, government, and police have an agenda that they believe is a pathway to establish a respectful, lawful, understanding between law-enforcement and the communities they serve. Empathy requires the understanding and respect of the problems, feelings, and conditions endured by others. The proposed agenda may begin the process of understanding.

In light of recent events that have caused rifts in relations between local law enforcement and communities have caused problems that needs to be addressed. To address this issue, the NYPD issued an executive order to establish a new unit called COP- Community Oriented Policing. The NYPD currently has Community Affairs division Bureau established to foster a positive police-community relations. However, it lacks the structure, staff and functions needed to work with community leaders and others to improve the community and relationship. The COP unit under the NYPD section is needed to create a viable community policing as well as working together for crime reduction in communities.

Throughout the years, law and order have become prevalent in its efforts to maintain control and prevent criminal activity. For some time now, the Stanislaus Police Department has utilized Community Oriented Policing in its efforts to do just that. However, citizens still seem to complain about the way police officers do their jobs. The public does not have a positive outlook on law enforcement at this time; thus, the department requires finding ways in which to repair its relationship with the community. The belief is that in order to make the department better and build a better relationship with the community, several things require change. One of the advantages that police have by getting them involved is that they have more resources available to help fight crime. When officers work the same communities day in and day out they get to know the people in the community and can get valuable information about questionable activities that are occurring in their neighborhoods and who the people are that are in question.
