Shortcomings In America During The 18th And 19th Century

The resulting outcome of Reconstruction has been labeled as both a success and a failure. At the end of the four-year Civil War, and nearly 250 years of slavery, President Lincoln’s intentions were to unify a shattered nation. Thus, began the Reconstruction era. Reconstruction succeeded in the installation of the 13th Amendment outlawing slavery, the 14th Amendment defining citizenship and protecting all Americans under the law and extending suffrage to all men in the 15th Amendment. The Freedman’s Bureau and Civil Rights Act also sought to help African Americans to participate equally in government, in society and in the economy. Black men were elected to political office in every level of government and all Southern states drafted new constitutions and ratified Reconstruction amendments.

The radical Republicans saw Reconstruction as a chance to bring change to southern society. Lincoln saw Reconstruction as an opportunity to abolish slavery and weaken the confederacy by establishing new state governments that could win support of southern whites. While the Republicans were divided on the issue of how to readmit the southern states into the Union, they enacted programs for emancipated slaves such as the Freedman’s Bureau. This Bureau provided food and clothing to former slaves and they were in charge with “supervising all the abandoned lands in the South and the control of subjects relating to refugees and freedman” (Buhle, 463).

The aftermath of the civil war left the U.S in a terrible position; thus calling for the dawning of the Reconstruction era. The idea of Reconstruction was brought up by Pres. Abe Lincoln, but it was brought out by Andrew Johnson after President Lincoln was assassinated. The hopes for former slaves was lifted when the 13th-15th amendments were established and many rights for black men were created. While Southern state governments abolished slavery, they did nothing to alter the status of freedmen and women; to show, the rights once held by former slaves were taken away from them. Black men could not vote, they could not own property, and they were forced into sharecropping, which made debt highly likely. Slavery was still punishment for crimes, but the biggest punishment for crimes committed by blacks was lynching.

The Radical Republicans, and the rest of Congress, were the ones who passed most of the bills for Reconstruction, because of their ability to override the president with their majority. They expanded the Freedmen's Bureau, which did show some progress in the helping of former slaves and poor white men. The Freedmen’s Bureau set up hospitals, schools, and also gave out supplies. This achieved the enablement of former slaves having the right to free education. Later on, however, the Freedmen’s Bureau became neglected, and was often forgotten or overlooked. The Freedmen’s Bureau is accurately described in this following statement, “This auspicious beginning belied the great disappointments that lay ahead,” (CITE TEXTBOOK).

After the Civil War, the United States had many problems to solve. The country had to figure out how to integrate newly freed slaves into society and bring the former Confederate states back into the Union. Reconstruction was period of time after the civil war in which the United States addressed these problems. Reconstruction had two different phases: Presidential Reconstruction took place from 1865 to 1867, and Congressional Reconstruction took place from 1867 to 1877. Presidential Reconstruction began with Abraham Lincoln, who proposed the Proclamation of Amnesty and the ten percent oath plan. Lincoln was focused on leniency and forgiveness; under his plan southerners would take an oath of loyalty to the Union, and after only ten percent of a state’s voters had taken this oath, the state could be readmitted. After Lincoln’s assassination, Andrew Johnson took over Reconstruction. Johnson wanted to punish landowners, but liberally handed out pardons, as he greatly enjoyed the power that he had over southerners. Under Johnson, former confederates were re-elected, and southern states discriminated blacks. Eventually, Congress took over Reconstruction. Andrew Johnson would soon prove to be the oppressor in the fight for black equality during the time of reconstruction in the United States. First, the distribution of land was being brought about by a reconstruction-made institution, known as the Freedmen’s Bureau. The Freedmen’s Bureau provided food, clothing, education, and land to the blacks. By June 1865, the Bureau had settled nearly 10,000 black families on their own land, which was abandoned plantations. Just as the blacks were coming into and accepting their new freedom, the Southern white plantation owners were returning and demanding the return of their land. Presidential reconstruction was headed by President Andrew Johnson, who believed that the southern states had never given up their rights to govern themselves, and failed to institute any sort of voting requirements. Though both Presidents and Congress agreed on ideas for the Reconstruction, the Radical Republicans didn’t feel the same. Shortly after welcoming Johnson, they quickly turned against him and created The Joint Committee of Reconstruction (source 5). Unlike Johnson’s Plan, the Radical Republicans wanted to see immediate change, starting with granting all rights to free men (source 6).
