Authorities said Perez left for work at 4 a.m. Sunday when there was heavy rain. He tried for more than two hours to get to his command post but could not find a safe way there. Perez then informed his chain of command and was told to try and get to the closest command post which happened to be in Kingwood. While driving through the darkness in the heavy rain, he drove into a 16 ft. underpass filled with water from the hurricane. He was unable to get out of his vehicle and drowned in the process. When the Kingwood post realized he was missing during roll call they tried to get in contact with him but were unable to. They combed a search area that led them to Hardy Toll Road. The first problem was that they did not have a protocol set in place for when the weather was to bad to make it to any of the closest stations safely. Officer Perez did nothing wrong here because he was just following the orders of his superiors. The higher ups should have had a better strategy put in place for this or all together told him to not go to any of the other stations and wait for a safer opportunity to travel to work. Because of this mistake Sgt. Steve Perez could of not been put in that dangerous situation in the first place. A second mistake they made was that there was no training or tool that would of allowed Perez to escape the submerged vehicle. There are many ways to escape a submerged vehicle and a lot of organizations train people how to do it. In the future this training should become mandatory to get through the academy. If that is not possible then at the very least every officer should have a standard emergency escape tool to break the glass and cut the
