This article examined a study of children that lived in foster care and found that the children had significantly lower gpa’s, changes school more frequently, earned fewer credits toward graduation, had significantly, lower state test scores, and had greater difficulty in reading and math. These results are concerning because it is important that children receive an education and pursue higher education to receive a career. If a child is struggling in their classes, it will discourage them from attending school. The study is used to develop a theoretical model for special needs adoption. The possible assumption that if a child is born poor, of ethnic minority, raised in a violent setting, and neglected by parents – foster care placement may lead to disruption within the child’s chronosystem. Foster Care and Adoption are the most multi-faceted areas of child welfare. Foster care consists of placing children outside of the custody of their parents or legal guardians. This out-of-home placement can be temporary or long-term. Adoption on the other hand, consists of the legal and permanent process that establishes a parent/child relationship between individuals not related biologically (Downs, Moore, & McFadden, 2009). These two areas of child welfare are constantly evolving and the decisions made on a child’s behalf can affect many areas of their biological, spiritual, social, and emotional wellbeing.

Georgia experienced 17,148 children in the foster care system during the year of 2015 (Adopt US Kids , 2016). Children engaged in the foster care system are far more susceptible to a disruption in their biopsychosocial development. One of the leading indicators for older age youth successfully transitioning out of foster care is graduating high school. Foster youth success in school can be impacted by their foster care placement. This paper will explore the intended impact and actual impact of the qualifications for becoming a foster parent. Also, it is my intent to discuss how the Child and Family Services Improvement and Innovation Act of 2011 can enhance the foster care service delivery model. Identifying the gaps in foster care licensing policy is a preventative step in reducing youth risk factors for education neglect resulting in high school dropout. Research has shown that youth in the foster care system at an alarming rate are transferring from foster care to the penal system. It is my intention to advocate for safe foster care placements that supports the education needs of the youth.

In the last four decades, the concept of the American family has undergone a radical transformation, reflecting society¡¯s growing openness. Among all segments of society, there is a greater acceptance of a variety of family structures ¨C from single parenting to blended families to same sex parenting of children. The introduction of openness into the process of adoption offers new opportunities for children in need of a parent or parents and prospective parents wishing to create or expand their families. Meeting the requirements to become eligible to adopt no longer means being constrained by the conventions of an earlier generation.
Further, applicants for adoption should be accepted on the basis of an individual assessment of their capacity to understand and meet the needs of a particular available child at the point of adoption and in the future (Rosario, 2006, p.8). The United States is facing a critical shortage of adoptive and foster parents. As a result, hundreds of thousands of children in this country are without permanent homes. These children deteriorate for months, even years, within state foster care systems that lack qualified foster parents and are frequently faced with other problems.
