Placement breakdown of foster children is not a new phenomenon and there have been numerous studies on the topic. The majority of the studies have focused on the impact the foster children’s behaviors have on placement stability (Khoo & Skoog, 2014, & Cox, Cherry, & Orme, 2011). Virginia Department of Social Services’ uses several foster parent pre-services training curriculum, but all of them do not contain a component on professional collaboration. The topic for this study is a “quantitative research on the impact of foster parent pre-services training with a component on professional collaboration compares to those without on foster children’s placement stability”. There are many known reasons as to why foster children have placement disruptions.
The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.

In today’s society Fostering Children has become a form of employment, and too many Foster Parents consider fostering to be nothing more than just a job. Agencies are considering the hiring process as an urgency to match staff with cliental; considering families as just another case to fill their homes and keep their agencies up and running instead of taking time to match families according to the needs of the children and qualifications of the foster parents.
More than likely that title was alarming to most people because how can one be “too old” for food and a place to say? Imagine being somewhere from the time you were a toddler, then all of a sudden your eighteenth birthday comes and suddenly you are kicked out of the only place you have had to call home for 18 years. That’s how it is for a teenager in the foster care system. It doesn’t matter how good you thought your life was, good behavior, or love, for some turning 18 means freedom, cigarettes, army, voting e.tc however, for children in the system 18 means homeless, hungry and alone.
Studies about FPM in the foster care system indicates that engagement is an important component to achieving permanency for foster children (Boldis, & Tomlinson, 2014; Crampton, Usher, Wildfire, Webster, & Cuccaro-Alamin, 2011). It has been demonstrated that FPM increases biological family members ' participation in permanency planning (Crampton, Usher, Wildfire, Webster, & Cuccaro-Alamin, 2011; Gladstone et al., 2012; Montserrat, L?pez, Bravo, & del Valle, 2013). Permanency is more likely to be long term when biological families are active members of the FPM (Balsells, Pastor, Mateos, Vaquero, & Urrea, 2015; Boldis, & Tomlinson, 2014; Crampton, Usher, Wildfire, Webster, & Cuccaro-Alamin, 2011; Steen, & Duran, 2013). However, there is a gap in research on FPM and permanency planning through the team approach of decision-making that is inclusive of foster parents. The school-approved topic is "How do foster parents describe the experiences and engagement in family partnership meetings and permanency planning?" This study looks to expand on the concept of foster parents as professional members of a multidisciplinary team through their engagement in FPM and permanency planning.
In America it is stated that 1 in every 84 children live in foster care circumstances via "Statistics on Foster Care". There is a numerous amount of contrasting children from various backgrounds and ages living within these special housing homes, and many are repeatedly in and out from unstable circumstances. As children grow and mature into the new faces of the world, they face many obstacles and tribulations that will alter their lives. Living in fostering homes is a substantial example and the effects of living in these institutions can truly be great.
A family partnership meeting (FPM) is a “deliberate and structured approach to involving youth and families in decision-making through a facilitated meeting of family, their identified supports and professionals working with the family” (Family Partnership Meetings, 2013). Virginia Department of Social Services uses FPM to engage families in the decision-making process when a child is at risk of coming into foster care, foster home placement disruption, and permanency planning (Family Partnership Meetings, 2013). Randall Thigpen is a case manager professional interviewed for this assignment. The introduction and purpose of the interview was done through the phone, but the questionnaire was sent via email. Randall’s official title is Placement Desk Coordinator. Randall provides services to foster care children in the Arapahoe county DHS in Colorado. Although the Randall does not have a nursing degree, eight years of experience working with foster care children was valuable when providing information about the population of interest. Some of the responsibilities include finding a home for children who are removed from their home and their parents or caretakers are regarded as not fit to take care of their children. Other job responsibilities include the supervision of other case workers and to ensure the safety and wellbeing of the child in foster care through continuous assessment of the current placement and adjustments as necessary. Zetlin, Weinberg, and Shea (2010), conducted a study that looked at the roles of the Child Welfare system, schools, and the caregivers in helping foster children succeed in the education system. More than two-hundred and fifty thousand children enter the foster care system each year, making it extremely difficult to find the right caregiver for each child. There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.
Nationwide, nearly 397,122 children live in foster care. In California, which has the largest foster care population than any other state, the number of foster youth has tripled in the last 20 years (Source: AFCARS Report 2013) due to certain circumstance such as; physical abuse, emotional abuse, sexual abuse or caretaker inability. Welfare workers turn over at continuing high rates, and many are underpaid, poorly trained, overworked and demoralized. Foster Care system welfare lacks providing services to prepare older youths in foster care in independent living are lacking. Many youths that exited the system discuss their experience such as, being let down, lack of role models, poor training programs, and lack of basic living skills. Foster
Adolescents aging out of the foster care system face many challenges. Most youth who have reached legal adulthood have been taught essential life skills and have a safety net of family and community support systems (Paul-Ward & Lambdin-Pattavina, 2016). Foster children often age out of the system with little or no social network and lacking the skills to acquire basic necessities such as employment, housing or healthcare. The absence of these two important fundamental needs increases the likelihood of perpetuating a generational cycle of poverty, abuse/neglect, criminality and substance abuse.
An adult’s psychological development depends on one’s childhood experiences with adults and their capability of providing nurturance, protection, trust, and security to the developing child. Children with current and previous ties to the foster care system were found to have behavioral, emotional, and social well-being issues. The United States averages more than 400,000 children in foster care during the year. Amongst these 400,000 children, as many as 50% have developmental disorders or psychiatric diagnoses (Hutchinson). One of the ways foster care is inhibited is that the separation of the child from their parents and placement in a foster home can be traumatic for the child. In some instances where the child is not safe in their home, the first choice may be to remove the child and place them in foster care.
