Biopsychosocial Case Study Report: Foster Parents I. Identifying Information The Foster Parents are a married male and female couple. The Husband is a thirty-six year old white male, who holds steady employment within the Roanoke City area. The female member is a 36 year old white female, who is currently is a stay at home mother to the couple’s one biological child. Both Foster Parents were referred to the Roanoke City Department of Social Services by a Roanoke City Department of Social Service foster parent, who attended the same church which The Foster Parents attend. The reason for the referral was, that The Foster Parents spoke of being interested in fostering to eventually adopt a child between the ages of zero and three. The information regarding the referral source was gained through group interview during session one of P.R.I.D.E training. The information concerning age, residency and employment was taken from initial P.R.I.D.E registration in The Foster Parents file. II. Presenting Problem When asked what caused The Foster Parents to begin to consider fostering to adoption services through Roanoke City Department of Social Services, The Foster Parents cited suspected infertility of the female member, as the initial cause for seeking foster to adoption services. Many children are suffering due to various complications in their life. Children of all ages end up in the foster care system year after year. Their hardships influence them to feel really depressed and stoic. Many people do not read autobiographies, but the book, Three Little Words by Ashley Rhodes-Courter teaches people about the complications of a first-hand foster child, how the foster care system is, and book reviews of famous authors and well-known magazines, as well. The story gives hope to people who believe there is no way out anymore, and it influences upon the world’s culture greatly.
The research topic Foster Care is the topic that has been proclaimed. The research question begins with, “What are some of the challenges facing the placement, and adjustment of Foster Care in the Valley?” This study is important because there are several challenges that are difficult for a Foster child facing being in Foster care. It is important in Social work that the Government with a Social worker must be responsible for taking away the child who is either being physical or sexual abused, neglected, or not being taken care of by their primary caregivers. In this type of situation, the child will be put into Foster care. It is key to understand the big challenges each child entering Foster care might have already experienced in the past
The number of children in the foster care system continues to increase. While the foster care system is essential in helping abused, abandoned, and neglected children, many children remain in foster care for long periods of time when family reunification or adoption is planned. Court delays can often extend the time between when children enter the foster care system and when they are placed into permanent homes. Significant differences exist in the quality of care and outcomes for children depending on their race and ethnicity. The percentage of children of color in the foster care system is larger than the percentage of children of color among the general U.S. population. However, the occurrence of child abuse and neglect is at about the same rate in all racial/ethnic groups.
For many years, foster care has been a difficult subject throughout our society. When the idea of foster care comes to mind, many immediately think of screaming children, distressed parenting and uphill battles. Before foster care existed in the United States, orphaned children were sent to orphanages. While these institutions were often the best option available to children with nowhere else to go, they often lacked the necessary staff, structure and resources to adequately care for all of the children in need. There is a numerous amount of contrasting children from various backgrounds and ages living within these special housing homes, and many are repeatedly in and out from unstable circumstances. As children grow and mature into the new faces of the world, they face many obstacles and tribulations that will alter their lives. Living in fostering homes is a substantial example and the effects of living in these institutions can truly be great.
Foster Care and Adoption are the most multi-faceted areas of child welfare. Foster care consists of placing children outside of the custody of their parents or legal guardians. This out-of-home placement can be temporary or long-term. Adoption on the other hand, consists of the legal and permanent process that establishes a parent/child relationship between individuals not related biologically (Downs, Moore, & McFadden, 2009). These two areas of child welfare are constantly evolving and the decisions made on a child’s behalf can affect many areas of their biological, spiritual, social, and emotional wellbeing.
A family partnership meeting (FPM) is a “deliberate and structured approach to involving youth and families in decision-making through a facilitated meeting of family, their identified supports and professionals working with the family” (Family Partnership Meetings, 2013). Virginia Department of Social Services uses FPM to engage families in the decision-making process when a child is at risk of coming into foster care, foster home placement disruption, and permanency planning (Family Partnership Meetings, 2013). The chosen population of interest for the course project is children who are placed in foster care. Children in foster care are considered vulnerable due to a variety of reasons for which they are taken away from home and placed in the child welfare system. Foster care children are often removed from their home due to physical abuse, drug exposure, or in some cases due to parental inability to fulfill the child basic necessities. Foster care children are at greater risk of mental, health, and behavioral problems (Lovie, Beadnell, & Pecora, 2015). Case management is an essential part of the care plan to improve the outcomes of the population of interest. Foster care children face additional problems when the health care system is inadequate.
Since the 1970’s, many debates and arguments have formed over the problems in the Florida foster care system. Some of the arguments were made as to whether different races should become foster families or whether or not is was suitable for gay couples to foster children. Another issue that arose was the children with special needs or older children that people didn’t want. As the foster system grew, it began to experience setbacks. There were now more children needing homes than available homes. The foster care system became full of problems. Foster parents started to complain about not having an adequate support system. The children were not receiving the medical treatments they needed. And foster children were staying in the system so long that some were aging out. Those that age out a were not receiving any support or training to cope with adult life. There was also a shortage in funding. In addition, there had become an alarming number of child abuse and neglect cases within the foster families. Although some aspects of foster care have improved, some changes still need to be made.
Children suffer significantly until someone decides to protect them. The government allocates funds to establish the foster care system and that system advances to enforce rights for children. When the right to remove children from an abusive situation first originated, the foster care system established a separation procedure for children from their abusive homes. This act of removing children from their families brought about psychological issues and trauma. Throughout earlier years, the foster care system adjusted their program according to the rules and regulations established to provide for the needs of children. However, problems keep appearing elsewhere. These children endure the brunt of every new philosophy in behavioral health management. Often, the biological parents will be left out of the solution. The foster care system develops services to train foster families in caring for foster children and behavioral issues. For some reason, the foster care system believes improvement simpler to reform the children and makes a trivial attempt of the reformation with family. The foster care system needs to try to achieve bonds within the biological family instead of the sole reliability on removal of children to be an adequate answer. The foster care system’s obligation should be to develop a training system for the rehabilitation of families and offer support to achieve the greatest outcome in child rearing. This paper is a summary of what research has been done in the field of foster care. It will focus on foster care social workers, foster care parents, children in foster care, etc. In this work there will also be reference to aspects of adoption and foster care together. This paper will encompass all parties affected by foster care and will ultimately talk about what qualities are expected of social workers who work in foster care.
One of the greatest challenges for child welfare workers for years has been how to serve the unique needs of the older youth in foster care and of those who have “aged out” of foster care. The term “aging out” refers to youth that are forced to exit foster care at the age of 18 because they have reached age- defined adulthood (NASW Press, 2015). The Fostering Connections to Success and Increasing Adoptions Act of 2008 attempts to meet those needs by providing states with the option to support youth who are transitioning from foster care to adulthood. The Fostering Connections to Success and Increasing Adoptions Act of 2008 is a child welfare bill that was designed to achieve greater permanence and improve the well-being of children served by child welfare agencies (Stoltzfus, 2008).
One of the ways foster care is inhibited is that the separation of the child from their parents and placement in a foster home can be traumatic for the child. In some instances where the child is not safe in their home, the first choice may be to remove the child and place them in foster care. The study consisted of 12 parents who foster children ages 2-8 years old. The high levels of conduct problems among children in the foster care system and the added cost to families, society and services, there is a pressing need to support foster parents. Providing foster care to children with increased emotional, behavioral, and medical needs requires not only time, but patience in dealing with the child’s demands. Foster parents often voice they are unprepared to meet demand of children with increased behavioral and emotional needs and adolescents in their care.
