Bullis & Yovas (2005) state that support is given to correctional facilities to house juvenile offenders as a form of punishment (as cited in Shannon, 2013, p. 17). Individuals who support this perspective are often more likely to support the construction of more prisons and stern penalties on crime based upon the presumptions that youthful offenders are aware of the consequences of their actions (Drakeford, 2002 as cited in Shannon, 2013, p. 17). The criminal justice system approaches young offenders through unique policies to address the challenges of dealing with juvenile offending. They take special care when dealing with juveniles in order to stop them from repeat offending and stop any potential bad behaviour which could result in future. Juveniles have the highest tendency to rehabilitate and most adopt law-abiding lifestyles as they mature. Youth crime is a growing epidemic that affects most teenagers at one point in their life. There is no question in society to whether or not youths are committing crimes. It has been shown that since 1986 to 1998 violent crime committed by youth jumped approximately 120% (CITE). The most controversial debate in Canadian history would have to be about the Young Offenders Act (YOA). In 1982, Parliament passed the Young Offenders Act (YOA). Effective since 1984, the Young Offenders Act replaced the most recent version of the Juvenile Delinquents Act (JDA). Various surveys, questionnaires that require a positive response to be rated on a Likert scales, and self-reports garner information about the offender’s socioeconomic status, life stressors, home life, coping styles, alcohol/drug use, and mental health problems (Aebi et al., 2013). Studies suggest that young people are often at risk of re-offending (e.g. Sharkey, et al, 2003; Vincent & Seagrave, 2005). Sharkey and his colleagues explained that youth often reoffend since, as they prepare themselves in returning to their respective communities, they are usually confronted by similar situations that had influenced their behaviors prior to committing offenses. Another group of researchers however show that youth engaged in education, employment and other productive endeavors in their communities within 6 to 8 months after their release are less vulnerable to commit another offense (e.g. Keating, et al., 2002, Bullis, et al, 2002, Grossman & Tierney, 2008).

Throughout this essay, I am going to be looking at the topic of youth offending. I will be looking at what factors can be used as the predictors for youth offending and in particular I will be researching into how important social and cultural factors as predictors of youth offending. In order to do this, I will be looking at different sociologists theories as far as young offending is concerned and what evidence there is to support these theories. I will then conclude by discussing whether I believe social and cultural factors are important in determining youth offending.

When it comes to juvenile delinquency an adolescent personality is usually impacted from different factors such as early child hood experiences of witnessing a crime, seeing a violent act, being the victim of a crime, or being around others or family who engaged in criminal activity, these factors can either create an adolescent with a positive or negative attitude, or an anti-social behavior which could create a path for a delinquent behavior (Wilson, p. 34). A study has shown that family interactions accounts for about 40 percent of the cause of an adolescent with an anti-social behavior, the study also shown that aggressiveness which is a common trait of adolescent who engage in delinquent acts is usually created from peer influences (Wilson, p. 34).

Juvenile delinquency is a social issue in the United States today. Juvenile delinquency, is when “a violation of the law is committed by a juvenile and is not punishable by death or life imprisonment” (Juvenile Delinquency). The juvenile system is different from the adult system in many way and most juvenile delinquents are from the age of ten to the age of seventeen (Juvenile Delinquent). Once the delinquent or anyone is at the age of eighteen, they are considered to be an adult. Therefore, in the justice system they are tried as an adult. There are many different reasons why a child would commit crime, such as mental and physical factors, peer influence, home conditions, neighborhood environment and school conditions. Teens are greatly influenced by the interactions and surroundings they are around. Their behaviors can result from the parent and/or their peer influences. Parents play a great role in the child’s life and a teen’s peers also play a strong role in how the teen behaves when the parents are not insight. This research will examine links between the social environment of teens and how it influences the teens actions and behavior which leads them to commit an offense.

Juvenile offending is a concern in society today. Juveniles account for approximately 19% of the population but are responsible for 29% of criminal arrests (Cottle, Lee, & Heilbrun, 2001). Crime overall has been found to be decreasing throughout the last two decades. The issue is that the rate in which adult crime is decreasing is significantly greater than the rate in which juvenile crime is decreasing. Since the rate of juvenile crime is so high, juvenile delinquents are seen as predators and many believe they lack morals. The way in which media of today’s society constructs juvenile delinquency impacts the views of a community towards their youth and youth offenders. Media presents an inaccurate image of youth offenders as violent predators (Rhineberger-Dunn, 2013). This inaccurate image significantly promotes the myths that juvenile crime is rising, juveniles commit crimes that are primarily violent, and that juveniles are highly effected by recidivism and continue committing crimes into adulthood (Bohm, & Walker, 2013). It has already been stated though that crime rates have been decreasing over the last two decades so the first myth is refuted. The myth that juveniles primarily commit violent crimes is also very off. In most cases, juveniles are involved in property crimes and although there are some violent crime cases, they are very rare. Characteristically, juvenile delinquency follows a similar path just like normal adolescent development and children tend to follow delinquent and criminal behavior rather than engaging in it randomly. Research has shown that there are two types of delinquents, those in whom the onset of severe antisocial behavior begins in early childhood, and those in whom this onset coincides with entry into adolescence. With either type, these developmental paths give families, communities, and systems the opportunity to intervene and prevent the onset of antisocial behaviors and justice system involvement (APA, 2017).

To what extent does community structure contribute to negative outcomes for high-risk youngsters? We know that growing up in an adverse environment greatly increases the likelihood that a young person will become involved in delinquent activity during adolescence and existing research points strongly to the relationship between certain kinds of community structures and high levels of crime among young people.
