BREEAM
BREEAM is the British Research Establishment Environmental Assessment Method. It is used to assess the environmental performance of new and existing buildings.
Standard types of BREEAM assessment scheme exist for common building types:
Courts
Eco-Homes
Education
Healthcare
Industrial
Multi-residential
Offices
Prisons
Retail
The assessment relates to eight areas:
Overall management of the building
Energy use
Health and well being
Pollution
Transport
Land use and ecology
Materials
Water
Assessment put a brief light on all of these areas, and grade them according to the influence of these areas in the building. These all gradings then added together to give overall credits to the building,

Building regulations are closely connected to Code, which are the least building standards required by LAW. As stated by Turkington and Watson (2015), in 2000, the Labour Government introduced the Decent Homes Programme, which aimed to provide a minimum standard of housing conditions to houses in the public and private sector. The scheme was deemed as a success by a committee and was commended for providing a positive effect on the living conditions of the vast majority of social housing tenants. However Turkington and Watson also argued that although nearly three quarters of homes had met the minimum standards, over a quarter – roughly 6 million homes - had failed to meet them.

A rule is a principle to which someone would conform to inside an organisation. They ensure that operations run in a smooth manner. A regulation is written in law and put into effect by authority. They are needed by organisations for them to operate efficiently. They ensure people are treated with respect and without bias, and all procedures and standards are consistent, and that orders are followed.
I think any areas in which force is used requires written rules and regulations. Also any other areas which have a direct effect on the community (such as filling reports etc.) requires written rules and regulations. Following rules and regulations is important for institutions and any type of establishment to maintain organization and most importantly provide safety for those involved. For the organization and safety of everyone involved, it is important to comply with particular criteria.
When a Building Standard is created or improved the legislature gives authority to the California Department of Housing and Community Development. Where the HCD conduct a meeting with the public and an Initial Statement of Reason is stated for the proposal of the building standard. The building standard is then over looked by CBSC and sent to the Code Advisory Committee Meeting where the Building standard will be approved, approved as amended or disapproved. Depending on the results the CAC send recommendations to HCD for additional approval. After their approval the Building Standard is updated it gets submitted back to CBSC and they provide a second public hearing which involves a 45 day comment period. Soon after the agencies will look over the public’s comments and decides whether the building standard amendments are substantive or non-substantive and if the amendments are sufficient or no amendments were made then the Building Standard will go through its final process where the final proposed Building standard, Statement of Reason, summary and comments will be updated to the informative digest.
