Throughout the rigmarole of political history of the United States of America, the growth of the “fourth branch of government”, the Bureaucracy, has been a prominent, controversial topic. Peter Woll, in his article “Constitutional Democracy and Bureaucratic Power”, and James Q. Wilson, in his article “The Rise of the Bureaucratic State”, discuss this developing administrative branch. The Constitution has no written mention of an “administrative branch”, and today’s Bureaucracy is often tedious, corrupt, and even undemocratic. But such a branch’s development and expansion is necessary in order to keep par with an evolving and changing society.

When most people think of the 1950’s or 1960’s, they think of Elvis, Greasers, jukeboxes, Woodstock, and rainbow peace signs and hippie love. Although these symbols are somewhat accurate (and very popular), not many people think about the changes society and culture went through. The 1950’s and 60’s were a time of great change and freedom for many Americans. Everything from World War II, to the gay liberation movement, to the Civil Rights Act of 1964 helped to change society. During the 1960s our nation was going through many important and crucial events. From the Vietnam War to national politics, and even civil rights, our country was changing a lot. In particular, the year 1968, was when our country went through a major turning point, especially when you take in consideration the major events that involved the Vietnam War and the civil rights movement such as the “Tet Offense”, violent protests, and the Civil Rights Act being passed.

The 1960s was crammed full of many impacting events and important figures. From Hitchcock releasing one of the greatest thrillers of all time, Psycho, to Marilyn Monroe’s untimely death, to the infamous Woodstock festival. This era changed history completely and made the United States think twice about its youth. Events of the 1960s are still impacting our country as we know it today. The sudden pull from the conservative ‘50s changed America’s views on all aspects of life, including fashion, entertainment, and lifestyles.

Taking a look back in time, so much has changed, especially in the time period between the 1920’s and 1960’s. The 1920’s and 1960’s are two decades that have really defined the United States’ culture. From flappers to hippies, jazz music to rock, and Civil Rights movements, these two decades have helped shape the beliefs and rights we have today. On a macro level, public administration and business management are similar in their overall functions. “At the broadest level, some organizational theorists contend that administration is administration whatever its setting, and that the problems of organizing people, leading them and supplying them with resources to do their jobs are always the same (Kettl, 2012, p. 38).” In his paper, “Public and Private Management: Are They Fundamentally Alike in All Unimportant Respects?,” Graham T. Allison explains that in comparing public and administration and business management, “it is possible to identify a set of general management functions (Allison, 2012, p. 4).” Regardless of their end goal, each administration must form strategies by setting goals, priorities and creating procedures. Public and private organizations must manage internal components by organizing staff, defining job responsibilities, hiring and managing personnel and creating budgets. Furthermore, they must manage external constituencies such as other agencies, the press and public (Allison, 2012, p. 5). His observations stem from Wallace Sayre’s famous words, “public and private management are fundamentally alike in all unimportant respects (DiIlulio, 1993).”

Whether for better or for worse, the decade has had a profound influence on politics, society, foreign policy, and culture.
