Policy makers needs to broaden the curriculum for those training courses that are offered to the disabled to include courses that are relevant to the need of the society and can be of benefit to the individual as well. Remove the exemptions from the Rehabilitation Act that gives Private Clubs and Religious organizations areas of exemption to adhering to mandatory alterations to their place of business/worship. The first objective that my service learning project can relate to is objective five. This is to analyze the historically and morally necessary forces of change that brought an end to slavery and segregation, as well as second-class citizenship for women and people of color (Course Objectives, 2015). Bringing the history of slavery and segregation to the forefront may be difficult at times, but it is important to know just how far America has come. Understanding and analyzing the events that abolished segregation also allows individuals to consider racial tensions that still arise in current society.

In recent years, the number of people living with disabilities has increased due to longer life expectancy and advancement of medical treatments for life-threatening illness. With the transition of persons with a disabilities into more conventional lifestyles, they are now thriving in society. Disabled persons can be increasingly independent through an assisting device such a cane or wheelchair, though cultural barriers still exist between disabled and able-bodied persons.
In nineteen ninety Congress passed the Americans with Disabilities Act. This act was established in order to eliminate discrimination of people with disabilities and to break down barriers in society that limits the freedom a disabled person. According to Section 2 Subsection A part one, "some 43,000,000 Americans have one or more physical or mental disabilities, and this number is increasing as the population as a whole is growing older." Expansion of the disability programs and the poor employment rates of adults with disabilities have become major concerns for Social Security and disability policy makers across the country. Disability law, culture, and policy, as reflected most directly by the passage of the Americans with Disabilities Act of 1990 (ADA), has undergone a dramatic shift toward the equal employment of persons with disabilities. The Rehabilitation Institute of Southern California in Orange County (RIO) was initially established and founded in 1950 to improve the quality of life among disabled children and adults. Since then, the organization has branched off into two additional locations in Fullerton, CA and San Clemente, CA. With all facilities focusing on improving the quality of life among disabled children and adults, therapy programs range from social services, physical therapy, occupational therapy, speech therapy, and nursing services along with hour-to-hour activities and an on-site dietician to cater to the client’s dietary needs. Today, RIO of Orange also offers additional programs within their facility such as an infant day care, child development program, preschool, and also aquatic exercise classes. The general population within the organization varies. Within the mission statement, RIO of Orange assures that services are provided without regard to age, race, creed, sexual orientation, and gender (Riorehab.org, 2016).

VR agencies are funded through RSA and through the state matched funds. Health promotion has been defined as the process of enabling people to increase control over their health and to improve it. This process requires personal participation and supportive environments. For people with disabilities, however, personal participation is often limited by non-supportive environments. Lack of knowledge on how to modify programs to meet specific needs, poor attitudes, and unfriendly environments often creates insurmountable barriers to participation for many people with disabilities. The organizations readiness will determine if the change will be adequate. The problem needs to be pinpointed and the appropriate level to initiate the change has to be inscribed. In order to communicate the progress of the change feedback is a necessity. When all of these steps occur in the proper procedure a prosperous change will occur.
Approximately 15% of the world’s population is, in a way, disabled. Whether it is a physical disability or a serious chronic disease, we have about one billion people in the world that live with a disability every day of their lives. It often occurs that these people are seen as an outcast of society; people that cannot live normal lives. It is important to realize that this is not true at all. People with disabilities are completely able to be part of the world. It is just the world’s duty to accept them.
