In addressing the question as to which approach to the organization of criminal justice functions more efficiently, first one must consider how organization is defined. Organization is basically defined as social units devoted primarily to the attainment of specific goals. A system for the administration of criminal justice, whether it is confrontational or inquisitorial, should include certain key elements with communications between a large number of personnel; whose roles are very defined, who are required to follow specific rules, and who share a obligation in a common goal and take in consideration environmental influences. Throughout this paper we will address how the functional system works to explain behavior through emphasis on "cooperation, exchange, and adaptation" rather than adherence to formal rules and regulations. (Freely, 9) Furthermore we will discuss the complexities of organizations, organizational goals and conflicts and monolithic versus fragmentary systems, and environmental impacts on organizations. First we will examine organizational complexities.
Today’s law enforcement need to operate within a complex, open system environment, rather than the noncooperative, fragmented environment in which they are perceived to oversee. An example of this is; if given a neighborhood within a metropolitan area. The system is complex in that action taken by individuals or groups, such as gang activity, inside that neighborhood begins to affect how others in the neighborhood behave, such as being more cautious and staying home after dark. The system shows an appearance to create change without input from outside the system. Law enforcement, if not addressing these issues is failing and causing strain on police and community relations. (Klofas, 57) In adhering to the functional system of organization we can see that complex systems are powered by relationships, and relationships that are affected by both direct action and influence. Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.
The open system leaves the door open for better communication. The open system focuses on the organization and the external possibilities while the closed focuses on internal possibilities when problems occur. The open system is influenced by the environment, which also causes weaknesses in the structure since every day there is change. Environmental changes cause organizational changes. The close system in an organization shows organized structure and order, however, lack structural mobility (“Open Versus Closed Systems,” n.d.).
When discussing how exposure to community policing can affect low economic neighborhoods, one must ask what is community policing? Miller, Hess, and Orthmann (2014) stated, it is a philosophy or orientation that emphasizes working proactively with citizens to reduce fear, solve crime-related problems, and prevent crime. Community policing can be a positive change in the community and for the law enforcement personnel that serves the community. An important concept to always remember is that the police are the community, and the community are the police (Miller et al., 2014). To successfully integrate this into police departments, we must examine several factors that have made police departments what they are today, what are ways to implement this new form of policing without resistance from law enforcement and citizens, and how community policing can affect the community and the work of law enforcement in the long run.
Community relations also play a major role in the modernization of policing. The interactions among different police departments and communities allow for effective policing. Many of Vollmer’s ideas came from his associates, from police experiences in other countries, and from academic sources. Vollmer recognized the potential of these ideas and unified them into a working whole, using his energy and dedication to set a pattern for police reform that continues to this day.

Although many may find community policing and problem-oriented policing to fall in the same category, there is (surprisingly) a difference between the two. For one, community policing has many definitions. For some, it means instituting foot and bicycle patrols and doing acts pertaining to the ideal bond between police officers and their community. Community relation issues across the nation have been increasing and causing many conflicts between law enforcement and communities. There has been so much disorder between communities and law enforcements not agreeing on how situation have been handled. Both the community and law enforcements having different perspectives on making decisions without ever looking at the others side and acknowledging each other’s reasoning behind their actions. Racism, responsibility and morals are some of many terms that are yet to be sorted out within all these communities that have on going conflicts. The relationships between a community and its law enforcement is important, although it is the police job to enforce, it is also the communities job to enforce all day and everyday (Russell).

There are multiple approaches to engaging a police force with the community in order to most effectively prevent and respond to crime, and considering the relative strengths and weakness of each of these strategic models will demonstrate how models can impact the operation of daily policing practices and activities. The model under discussion here is called community oriented policing (COP), and focuses on building relationships and rapport between officers and the community in order to more effectively prevent crime. It is augmented by a model called problem solving policing (PSP), and depends upon rank-and-file officers identifying community problem areas through direct observation and analysis. Each model excels at slightly different things, and in practice most police agencies deploy a mix of models. By examining the Miami-Dade Police Department's handbook for school resource officers, it will be possible to view a COP/PSP policy in action in order to better understand how these models practically affect policing.
