As with most fire departments, medical emergencies account for the majority of the call volume for the District. However, a full complement of services including fire, medical, technical rescue, wildland suppression, hazardous material, fire inspection, fire investigation, code enforcement, public education, CPR classes, and various public services are offered by the District ("GRFD," 2015).
The primary funding source for GRFD is to charge a secondary assessed property tax for fire protection services from non-exempt properties located within the annexed boundaries. For the fiscal year ending June 30, 2015, the district tax rate was $2.04 per $100 of assessed value which is well below State limit of $3.25 ("GRFD," 2015). Also, there are an additional fourteen cents per $100 of assessed value to pay for general obligation bonds ("GRFD," 2015). The tax rate for the district is well below the state limit providing an excellent service for an economical price to the residents.
In Arizona, each county levees a County Fire District Assistance Tax on all taxable property in the county. Each fire district receives $400,000 annually to fund fire and EMS services to fire district residents further. The money is collected monthly by the county treasurer’s office and available to the fire districts on a monthly basis.

Many department, including BCoFD, are looking for different solutions to help fix this tissue. The goal of this research project is to conduct a needs assessment and provide recommendations to the Baltimore County Fire Department for an outline of a curriculum for a CP course based off the findings of the needs assessment. Extant data was collected by using inclusion and exclusion criteria requirements in the data collection tools from both ImageTrend and National Fire Incident Reporting System (NFRIS) for non-emergency calls. In 2014, BCoFD initiated a specific policy for non-emergency responses that was collected through EMED reports in ImageTrend. During that year, the number of Non-Emergency Responses came to 8,590. In 2016, non-emergency responses came to a total of 12,102, almost 3,500 calls more from 2014. As of March 30th, 2017, the total non-emergency call responses were at 3,615 and continuing to grow. The Tamalpais Union High School District (TUHSD) is one of those districts that have seen fallen property values in Marin, dysfunctional, and fiscal chaos in Sacramento. As a result of the severe economic downturn and the devastating cuts to education from the state of California, the TUHSD needs to reduce operating cost by 20% within five years to have a balanced budget for the 2014-2015 school year. THUSD annual budget is $55 million dollars. Operations is half that, or $27.5 million.
