When the topic of Homeland Security is introduced, the first thought that comes to mind is either 9/11 or the Transportation Security Administration, TSA for short. No matter the reference, most Americans know that Homeland Security has something to do with Terrorism. Until an actual attack occurs, or election season begins, the average person may never give any thought or credit to the Department of Homeland Security. In February of 2003, Homeland Security Presidential Directive- 5 was published. The purpose of this directive was “To enhance the ability of the United States to manage domestic incidents by establishing a single, comprehensive national incident management system.” (2003). The directive goes on to state that beginning in the fiscal year of 2005, all federal departments and agencies will be required the adoption of NIMS. It also states that for those seeking federal assistance financially would have to adopt NIMS in order to qualify for federal grants.

“The Homeland Security Act of 2002 established the federal United States Department of Homeland Security. Its stated mission is to secure the nation against terrorist attacks, to protect against and respond to threats and to ensure safe and secure borders” (Andrew, C., & Walter, F., 2013). “In addition to reducing the nation’s vulnerability to terrorism, the act was also created minimize the damage and facilitate recovery from any attacks that may occur” (Homeland Security, Department of, 2017). Many people want protection from dangerous situations, but what’s the cost of protection.

Sometimes it is far easier to do what is best for oneself rather than what is best for the group. This decision is usually motivated by fear. Fear is generally a destructive force in society, allowing the strong to take advantage of the weak.

Post September 11, Americans made the massive movement towards anti-terrorism. After the attacks, President George W. Bush created the Department of Homeland Security to help protect the citizens from terrorists. On that note as well, this counterterrorism move impacted law enforcement as well. Their roles grew from community law enforcement to proactively mitigating terrorist activities and intelligence gathering.

After the terrorist attack September 11, 2001, the United States government increased their investments in security. Many innocent lives were lost because of that incident, which worried the United States of America about self-defense or Homeland Security. Homeland Security was signed to become a law by the President George W. Bush in November 2002. Their main priority was to secure the country from the threats such as international terrorism. The Department of Homeland security had to focus on five goals such as prevent terrorism, enhance security, secure the borders, enforce immigration laws, safeguard, and cyberspace. In order to achieve these goals a lot of work was needed.

After decades of just being a category of police but finally they became part of the homeland security on november, 25, 2005, homeland security was created to help prevent such acts as 9/11, or the attack on the oklahoma city bombing, from happening from another country. The united states border patrol was created to help stop the drug trafficking and weapon trafficking into the united states. The U.S. Department of Homeland Security was formed more than a decade ago with a very significant mission of safeguarding America's homeland from hazards, threats, and national disasters. This department conducts its mission through securing the country's borders, preventing terror attacks, and responding to incidents or threats to its citizens (Miller, n.d.). Generally, the most important roles of the Department of Homeland Security are to lead a concerted national effort in securing the United States and preserving the American way of life. The department was established in 2002 in reaction to the 9/11 terror attacks and has since developed a nationwide strategic plan for evaluating and updating its mission statement and effectiveness of operations. These plans can be updated and transformed to accomplish the needs of the Department for Homeland Security and the American people.

The research revealed some interesting facts, it is impossible to secure every commercial building, airport, bridge, bypass, and government building. One element of the security is that terrorists will not have the ability to attack every place in the United States. In some aspects of terror attacks, there will be a combination of both homeland security and homeland defense. 9/11 is the perfect example as homeland security was responding to the local disasters and threats while the homeland defense, military, was deploying to get to the root of the threats.
