According to the line graph released by Victorian department of environment, land, water and planning, it shows that the population in Melbourne was 4.169 million in 2011 and there will be a stable growth. It is estimated that in 2051,the whole population would reach 8 million, which double the population in 40 years.

Population is an important indicator to reflect the social structure, economic progress and people’s living standard. Nonetheless, the arts are central. Art can’t be made without creativity and the conditions that nurture it.
Though it intersects with other goals set in the Council Plan, this strategy links most directly to the creative city goal.
The themes, goals and commitments of arts strategy are six aspects.
Firstly of all, increasing the opportunities for artists and audiences to engage and connect with each other.
Secondly, supporting artists to activate the public realm.
Thirdly, to ensure artists can work, present and live in the city of Melbourne.
Fourthly, supporting artists to test, develop and realize ideas.
Fifthly, celebrating and recognizing artists for their contribution to a creative city.
Sixthly, artists are able to explore, interpret and reinterpret the city’s heritage in dynamic ways.

Arts, as a luxury, are considered as a periphery element in the process of community development, which play a vital role in community development. Besides, arts are a catalyst to increase cultural awareness, an important element of this awareness to community coherence.
Art galleries are essential to the art world, however, is not the only source for audiences to view art. To begin with, art and artwork is defined as the application of human skill, creativity and imagination. Taking this into consideration, individuals need to examine the nature and purpose of art galleries as a facility to collaborate, organize and display a collection of artworks. As art however, is any expression of human creativity, its presence is not bound to art galleries and is evidently present in the world around us be it in photographs, the internet or even in graffiti.
