Abstract In this paper we look at the different aspects of the Social Welfare program, TANF (Temporary Assistance to Needy Families). TANF is the final variation today of the many cash assistance programs that are available to children and families. In this paper we also focus on who is eligible for TANF and where the funds are going to. With a review of the literature it is shown that living off cash assistance is not easy and how it affects the participant’s life. There is also a look at unintended consequences and why this program did not work well in practice with suggestions for improvement.

Introduction Many Social Welfare policies and programs that go into effect seem like a great idea, and have many good intentions until they go into practice. While Temporary Assistance to Needy Families tries its best to lift those out of poverty, it often does not. It is the final variation of temporary cash assistance programs that exist today.

Literature Review In the book, “Social Welfare Policy and Social Programs” by Elizabeth A. Segal, the author gives an introduction and brief history to Temporary Assistance for Needy Families (TANF). TANF was derived from many past public assistance programs and was created from the Elizabethan Poor Laws (Segal, 2016 p.194).The first public assistance program was the first federal effort in 1920 to help women and children in poverty with the Mothers Aid Law(Segal, 2016 p.195).
