The three Core Functions of Public Health:
(1) Assessment; they monitor health status to identify community health problems, they diagnose and investigate health problems and health hazards in the community and they evaluated the effectiveness, accessibility, and quality of personal and population-based health services.
(2) Policy Development; they develop policies and plans that will support individual and community health efforts. They also enforce laws and regulations that protect health and ensure people safety. They do research for new insights and innovative solutions to a health problem.
(3) Assurance; they link people to needed personal health services and assure the provision of health care when otherwise unavailable. They assure a competent public health and personal health care workforce and they inform, educated, and empower people about their health issues. They also mobilize community partnerships to identify and solve heath problem.
The ten essentials of public health:
(1) Monitor health status to identify community health problems, this area they identify the threats to health and assessment of health service that is needed. They do timely collection, analysis and publication of information on access, utilization, cost and outcomes of person health services. William Beveridge was a man whom was asked by government to write a report on the best and most effective ways to help those on low incomes. This was after the Second World War when people felt they needed rewarding, which the government responded to by promising to create a more equal society. In Beveridge’s report in December 1942, he proposed that all people of a working age should contribute, which would benefit people who were sick, unemployed, retired, or widowed.

The CDC has a direct effect on the health care system because procedures the facilities implement are from the public health departments who learn from the CDC’s emergency protocols, (CDC, 2012).
The core function being represented is assurance. At this core function people are linked to personal health services needed, the medical workforce is checked to be competent, and the community is educated and informed of health issue that may arise. In addition, education and community health problems are identified and solved.
A community health assessment is a fundamental instrument of public health practice. Its objective is to depict the health of the community, by presenting information on health standing, community health needs, resources, and epidemiologic and other studies of present local health problems. It seeks to recognize target populations that may be at augmented risk of poor health results and to increase a better understanding of their needs, as well as evaluates the larger community surroundings and how it relate to the health of people. It also identifies those areas where better information is desired, particularly information on health differences amid different subpopulations, quality of health care, and the incidence and severity of disabilities in the population. The Community Health Assessment is the foundation for all local public health development, giving the local health component the instance to recognize and network with key community leaders, businesses and concerned residents about health priorities and concerns. This information shapes the foundation of improving the health status of the community by way of a strategic plan (The Municipal Public Health Services Plan Community Health Assessment Guidance and Format, n.d.).
The public health system is based on ten essentials the first of those essentials is to Monitor health status in order to identify and solve community health problems. This is the primary role of the CDC. The CDC provides the backbone to the public health system by supporting public health agencies. This is accomplished through several different programs such as the CDC WONDER. CDC WONDER or Wide-ranging On-line Data for Epidemiologic Research is a detailed system to assist public health professionals by providing them with action-oriented information. Information can be accessed quickly and easily to help design and implement prevention strategies and allocate resources (Friede & Ory, 1993). Therefore, local health department primary function is to provide community oversight and carry out activities such as community health assessment, assurance, and policy development. In other word, local health department is a service unit of the state government that serves the people directly by conducting a community assessment to identify the population it serves, investigating health problems and health threats in the community, preventing, immunizing, and carrying out many other community related health
State health departments are responsible for multiple areas in regards to providing health care services to the people of their state as designated by the U.S. Constitution. (Niles, 2018, p.98) One main role of the state health department is to "monitor communities to identify health problems". (Niles, 2018, p.98) This includes creating and implementing laws and regulations to promote the well being of their citizens, and to work with federal programs to use them on the state level. The 10 essential public health services are distributed under the three core functions of assurance, assessment, and policy development. Every community and public health organization should undertake activities that represent the 10 essential public health services. The American Heart Association is a nonprofit agency that embodies some of the essential public health services. Headquartered in Dallas, Texas, the AHA has many local offices that serve various communities across the country. It is important for the AHA to be involved in building healthier communities because heart disease and stroke are the number 1 and number 5, respectively, leading causes of death in the United States, according to the Centers for Disease Control and Prevention (CDC) (2015).
Community health assessment is a process of systematic identifying and examining health indicators in a defined population. The purpose of this community health assessment is to gather and analyze information about health status, factors that can have an influence on community members’ health, and needs of the population within the target community. The collected data allow comparing the health status and needs of the residents in the Newmarket Health Centre (NHC) and residents in surrounding neighbourhood with the local health care services and resources available for them, which will help to identify health inequities among community members (Goodman, 2014).The main goal of this community health assessment is the strategic development of solutions to the identified health needs in a community.
The 21st Century has seen the healthcare system struggle with challenges such as an increase in chronic conditions, an increase in government spending on public health, and emerging threats such as global health security and antibiotic resistance. On the positive side, more people have gained access to care. To deal with these emerging issues as well as existing challenges, we need an effective public health workforce. The public health has the role of protecting the health of citizens. This could be through health promotion and lobbying for increased access to care. To address the problem of the rise in chronic ailments, public health has a role of creating awareness on chronic conditions, their symptoms and management. This is because these conditions are expensive to treat and drain the resources of patients and their families. Public health should therefore educate the public on the importance of screening and conduct these screening services for early diagnosis and prevention of chronic diseases. Another role of public health in the 21st Century is to provide and use evidence based practice in providing clinical services. This would help in addressing some of the emerging challenges such as antibiotic resistance.
