Tina is a 37-year old African American female. She has never been married, but she is currently in an on again, off again relationship with Edward Smith. Tina has a total of 10 children. There are 8 different fathers. Her current boyfriend Edward is the alleged father of her two youngest children. She receives no support from the fathers of her other children. Her parental rights were terminated for three of her children as a result of her drug use and non-compliance of services with the Division. Family: Tina is an African American female, age 16 y/o who originally resides in Elizabeth with her family. Since youth has been home from the Specialize Residential Treatment Program on 2/9/18 she has been doing well in the home. She is more focus on her educations and her future plans (i.e. college). Family/Living Situation: Born and raised in the Milwaukee area, Ladonis three siblings. Ladonis, as well as two of his older siblings, entered foster care in 2008. He was eventually returned home in 2010 and re-detained just three months later. Due to troubling behaviors in the home (juvenile adjudications, fights, lack of academic consistency), Ladonis experienced multiple changes in out-of-home placements. Several were out-of-county. He spent the remainder of his teenage years between group homes and Lincoln Hills. He reached the age of majority in custody. Though Ladonis said he reported abuse in the home in 2007, nothing was done to protect him or his siblings. CPS removed the children in 2008 because his mother called in saying she could not care for the children.
After a few weeks the social work view was that things were going well, Sally and the children were attending the Weaning and Health Eating Group and the Stay and Play Sessions at the Centre. However, Sally stopped coming to the groups and she was difficult to track down. Eventually after some persistence, I was able to get Sally at her home address. I could see by her presentation, where she was looking unkempt, no make-up and still in her pyjamas that things weren’t ok. Due to Sally’s low mood things had come to crisis point and she was no longer coping and she expressed the need for me to take her children into care.
