Networks that can be utilized as an example, are Addiction Technology Transfer Center (ATTC), National Registry of Evidence-Based Programs and Practices (NREPP), and the National Institute on Alcohol Abuse and Alcoholism (NIAA). To begin with, drug is considered the #1 cause of accidental deaths with 11 people dying everyday from a drug overdose. Each year, an estimated 40,000 emergency room visits are drug related, and 3 of every 10 auto accident fatalities are as a result of drug use. Sadly, only 15% of the state's addicts are said to ever receive treatment. These numbers point out the need for educating residents about the availability of outpatient and inpatient addiction treatment services (drug and alcohol rehab) throughout the state and other parts of the country.

One objective by Healthiest Wisconsin 2020 involves reducing unhealthy and risky alcohol and other drug use by changing attitudes, knowledge, and policies, and by supporting services for prevention, screening, intervention, treatment, and recovery (Wisconsin Department of Health Services). One plan to decrease alcohol and illicit drug use is by using the process of screening, brief intervention, and referral to treatment (SBIRT). The goal of SBIRT is to target at risk individuals and intervene as more of a preventive measure before the situation increases to full on substance abuse and/ or dependency. The University of Massachusetts Medical School researched the effectiveness of having Remote Brief Intervention and Referral to Treatment (R-BIRT), where at risk individuals are connected with a R-BIRT interventionalist by telephone or two-way phone call to at risk patients while in the Emergency Room. The R-BIRT health coach completes an assessment, engages in brief motivational counseling, and refers the patient to follow-up if needed. The results of this exploratory study showed a positive impact. 58% of those in the study completed a consultation with the health coach, with patients who were enrolled in a model where the consult occurred during the Emergency Room visit, as opposed to after the visit, much more likely to a consult, 90% to 10%. There are many contributing factors and political issues that address substance abuse. Throughout the years, many researchers have designed many interventions and social policies designed to treat people who have used, abused, and became addicted to substances. Today, there are many new studies that address substance abuse at the individual, group, family, and community or policy levels. Today, there are many services that are effective for decreasing recidivism in youth who have completed a substance abuse program. A substance abuse treatment program or center is the best way to treat individuals who have abused substances.

Psychologists have been behind evidence-based therapies since the beginning. In the beginning evidence-based therapy was mostly about patient care, now it has evolved to so much more. The American Psychological Association has undertaken the task of the development of evidence-based therapies and practice by establishing a task force with the Board of Scientific Affairs, the Board of Professional Affairs, and the Committee for the Advancement of Professional Practice (?). Through this study, the researchers found that addiction-centered faculty were more likely to be found in clinical programs with grants and training clinics. They also found that 46% of all clinical programs offered no addiction training at all. It was found that around the same amount of PhD and PsyD programs offered a specialized clinical site in addictive behaviors or substance abuse. In the PhD programs, the programs with APCS memberships were more likely to have at least one addiction focused faculty member. Programs located in the five largest cities which includes New York, Los Angeles, Washington D.C., Dallas and Chicago are just as unlikely to offer treatment clinics with addiction training as the other programs. The authors correlated the grants, faculty and clinics over fourteen years through seven data points. From 1999, 2001, 2003, 2005, 2007, 2009 and 2013, there was no significant change in the percentages and amounts. The authors claim that the “representation of addiction training has remained fairly stable from 1999 through 2013” (691).
