What is child abuse? From the word “abuse” we can understand that it is some sort of a maltreatment of a child, causing harm and damage both to his physical and psychological well-being. At the Federal level, the Child Abuse Prevention and Treatment Act (CAPTA) describes child abuse and neglect as: “any recent act or failure to act on the part of a parent or caretaker, which results in death, serious physical or emotional harm, sexual abuse, or exploitation, or an act or failure to act which presents an imminent risk of serious harm.” Child abuse is a very substantial and widely spread problem in U.S. affecting children of any age, gender, race, background or income, with more than 1.8 million investigations done every year and on average, killing more than 5 children every day. The main issue of child abuse is that the abuser is usually someone a child loves or depends on (a parent, sibling, coach, neighbor, etc.), who violates child’s trust putting personal interests first, therefore official numbers of how many children suffer maltreatment might be not accurate enough as remarkable amount of these cases go unreported. You’ve heard the saying, “children are our future.” Therefore why does the “United States have one of the worst records for child abuse” (childhelp.org). According to the 2015 child maltreatment report,” almost 7.2 million children were involved in some sort of abuse whether mental, emotional, physical or sexual and 75.3% of victims are neglected” (americanspcc.org). You’ve seen the news reports of children being neglected whether it’s a parent who forgets their child was in the car and locks them in on a hot summer day roasting their child’s little life away, or the parent who beats their child to their death, or the parent who is suffering an addiction and doesn’t provide the proper quality of life and care to their child or children that they are taken away by the state only to be dumped into the foster care system. Research states, “that an estimated 1,670 children died in 2015 from abuse or neglect and 207,000 children received foster care services” (americanspcc.org).

The issue of child neglect is one of the most current forms of child maltreatment especially in the United States. According to the National Child Abuse and Neglect Data System, child neglect is referred to as a kind of maltreatment which relates to the failure of a caregiver to offer the needed, age-appropriate care, despite the fact that the parent may be financially stable to do so (Conte 13). Neglect in many instances is described by an ongoing pattern that relates to lack of care and is observed by individuals in close contact with a child.

In the nineteenth century, although society became a bit harsher on those who abused or neglected children and child welfare organizations mushroomed, child abuse and neglect were still not considered crimes (Hirschy, & Wilkinson, 2012). However, all through the twentieth century, the social perceptions of child abuse and neglect have shifted a great deal from something that was totally unacceptable to a demeanor that can no longer be allowed both in legal and social circles. But the criminalization of child abuse and neglect was only one step towards overall child wellbeing. There is still much more to be done to ensure that child maltreatment has been eradicated.

The Child Abuse Prevention and Treatment Act of 1974, better known as CAPTA yields federal financial support in hopes of aversion, evaluation, inspection and prosecution. CAPTA also takes hand in researching and investigating child abuse cases, funding what it takes to uncover these cases and most importantly what meets the minimum guidelines for child abuse, neglect and maltreatment. There are quite a few citizens that are firmly behind this law and appreciate it, those being concerned, well informed parents, loving and authoritative parents whereas there will always be those few citizens who don’t recognize the value in this law, those people being permissive, neglectful

Child Abuse: Child abuse and neglect are serious issues that affect thousands of Americans. While the duty to protect children lies with parents and the state, many state programs must abide by federal laws in order to receive federal funding. A major source of legislation that supports child welfare was passed in 1974 under the name Child Abuse Prevention and Treatment Act (CAPTA). CAPTA provides federal funding to states in support of prevention, assessment, investigation prosecution and treatment activities. It also provides grants to public agencies and nonprofit organizations for demonstration programs and projects. CAPTA also helped establish the office of Child Abuse and Neglect which set forth the definition of child abuse and neglect. This substantial legislation paved the way for many modern child abuse laws.

Not only is neglect and abuse a serious issue nationwide it is an issue in which human services really steps in and makes a difference. Without case managers, volunteers and communities that want to help these children, there is no telling what could and would happen to these young innocent people. It

Child abuse in the United States is a growing epidemic. Every year the number of reported cases, and missing children go up. This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.

It breaks my heart to know that child abuse has a history and throughout history children have been subjected to extensive physical abuse, sexual abuse, psychological abuse, and neglect. However, doing most of the history of child abuse was accepted and in some cases it was encouraged. As time progressed child abuse has grown to receive more attention and is being recognized as a severe epidemic that has to be stopped. I believe that the views of child abuse has changed over the years for it has left the home from being a private issue to a public issue where different agencies are involved in order to resolve the child abuse and neglect issue. Agencies that take part in investigating and preventing child abuse in today’s time are the Family and Protective Services, SCAN, and several more agencies that are committed to stopping child abuse and
