The bandgap is the difference between the valence band and the conduction band. The conduction band corresponds to a band of higher energy sate while the valence band corresponds to a band of ground state or lower energy. 

When the electron has sufficient energy greater than the bandgap energy then it goes to the conduction band from the valence band.  Thus the majority of electrons lie in the valence band while very less or a number of electrons are present in the conduction band.
