Puffiness or swelling caused by excess fluids trapped in our body tissues is known as edema.

Liver diseases such as cirrhosis slows down the normal blood flow to through the liver thereby increases pressure in the vein and brings back blood to the liver from spleen and intestines. 

Hence this pressure in the portal vein causes accomodation of fluid in the legs  and abdomen.
