Here is how I am thinking to solve the problem:  The only possible numbers in position 4 would be 4, 5, 6, 7, 8, 9.  So, the proportion of time it'd be an 8 would be 1/6.  an underestimate would be the numbers 4, 5, 6, and 7 for a proportion of time to be 4/6 or 2/3. an overestimate would be the number 9 for a proportion of 1/6.   Is this correct?
