Since 2014 government has implemented measures to reduce purchase of vehicles with high levels of CO2 emissions, which turns out to be harmful to life. According to historical data up to 2013, medium-sized vehicles (city cars, Hatchback and sedan) purchased up to that year had an average CO2 emission of 189 [g/km]. To inquire about measures taken, government conducted a cadaster during second half of 2018 and first half of 2019, randomly selecting some branches of main motor vehicle distributors in country, recording a total of 221 purchases of medium-sized vehicles. From them, information regarding level of CO2 emissions they had was extracted, noting that total sum of emissions in those days was 40,001 [g/km] (total sum of emissions squared turned out to be 8,149,000 [g/km]2), rest is summarized in Table 3.1 (attached pictures)

Government knows that if it does not assure population that its measures have been successful, its image will be seriously damaged, affecting next mayoral and council elections. Government authorities have determined that in the event that they cannot prove to population that measures are effective, they will present a monitoring and incentive plan to achieve proposed objective and, in this way, preserve confidence of people.
