When ball 1 hits the ball 2, it starts accelerating immediately, and the ball 1 decelerates at the same rate. That’s why, both the balls exert the same force on each other. Here, the momentum is conserved, that is the amount of momentum the ball 1 loses, the ball 2 gains.
