The primary objective of medicine is to ensure that people do not have to go to a hospital or clinic. That's what I'm referring to as prevention. It should be the very first target, not the last. For health is a means of welfare, and health can only be achieved for all if all are mobilized for health and become aware of what ought to be the legitimate goal. That’s why this phrase is said so that “Prevention is better than cure”.
